HR Manager – Greenfield Manufacturing Plant – top HR role
North American Expansion | Global Manufacturer
Relocation Assistance Provided
Our client, a large global manufacturing organization, is launching a new Greenfield, highly automated manufacturing facility as part of a broader North American expansion. This is the top HR role at the site and an opportunity to build the U.S. HR function from the ground up, partnering closely with the business president, plant leadership, and overseas C-suite from day one.
This role is ideal for an HR leader who wants true ownership across the HR function, enjoys being hands-on, and is energized by building foundational processes in a start-up plant environment—particularly around engineering and technical talent.
The facility is located in West Virginia, offering strong access to outdoor recreation (hiking, fishing, and more), while remaining within easy reach of Wheeling, WV, Ohio, and the Pittsburgh metro area. Relocation assistance is available.
What You’ll Do- Serve as the sole HR professional for a Greenfield manufacturing operation, owning all site-level HR strategy and execution
- Lead full-cycle recruiting and onboarding, with a strong emphasis on engineering, technical, and skilled manufacturing roles
- Partner closely with the U.S. President, plant leadership, and global HR and executive stakeholders to build the U.S. workforce and HR infrastructure
- Establish and implement HR policies, procedures, and compliance practices aligned with federal and state employment laws
- Act as the primary HR partner to plant leadership on employee relations, coaching, performance management, and organizational effectiveness
- Oversee payroll and benefits administration; evaluate and utilize appropriate HRIS and systems
- Build and maintain HR reporting and key workforce metrics (turnover, absenteeism, training completion, etc.)
- Coordinate and track required training, safety programs, and compliance documentation
- Drive employee engagement, recognition programs, and culture-building initiatives in a start-up environment
- Partner with leadership on workforce planning, scaling, and continuous improvement as the plant grows
- Bachelor’s degree in Human Resources, Business Administration, or a related field (HR certification preferred)
- 3–7+ years of progressive HR experience, ideally within manufacturing, industrial, or technically complex environments
- Demonstrated experience supporting engineering and technical populations
- Strong working knowledge of employment law, compliance, and HR best practices
- Comfort operating as a hands-on HR leader in a Greenfield or start-up plant setting
- Ability to balance strategic thinking with execution and day-to-day problem solving
- Strong communication, organization, and stakeholder-management skills
- Experience with HRIS platforms, payroll systems, and Microsoft Office
This is a high-ownership HR leadership opportunity for someone who wants to build the business and HR structure from scratch, with direct exposure to executive leadership and meaningful influence on how the U.S. organization is established. You’ll play a critical role in shaping the people strategy for a modern, automated manufacturing facility while remaining deeply involved in execution.
