. This role is responsible for strategic leadership, guidance, and oversight of all aspects of WVU Medicine’s 340B Drug Pricing Program across all Enterprise 340B Covered Entities. It serves as the 340B subject matter expert, handling planning, direction, operational coordination, and compliance and business/financial initiatives. The position provides guidance and advocacy for all 340B regulatory matters, including HRSA requirements, state, federal regulations, and manufacturer restrictions, ensuring program integrity.

In partnership with the Chief Pharmacy Officer, the role leads 340B financial matters, overseeing financial services, business analytics, budgeting, compliant billing, and contract pharmacy analysis.

• Must possess a current license as required by the state board where services will be provided or be license eligible. Licensure must be completed within 100 days of hire.

• Pennsylvania:
  Pharmacist license through the Pennsylvania State Board of Pharmacy
• Maryland:
  Pharmacist license through the Maryland Board of Pharmacy

  While waiting for licensure, employees may not practice pharmacy under West Virginia law and may not be allowed within the licensed pharmacy area without direct supervision of a licensed pharmacist. Employees may not function as a Pharmacist‐in‐Charge or perform any function of a practicing pharmacist. Incumbents will refrain from engaging in any responsibilities that necessitate a pharmacist’s license until they have obtained full licensure.
  
  Obtain 340B Apexus Certified Expert (ACE) status within 12 months of hire.

• Candidates must have experience in at least one of the following areas:
• Completion of a health‐system pharmacy administration residency program AND four (4) years of administrative experience.
• Completion of a non‐health‐system pharmacy administration residency program AND five (5) years of administrative experience.
• Seven (7) years of inpatient and/or health‐system pharmacy administrative experience.

• Master of Business Administration, Master of Health Administration, Master of Science in Health‐System Pharmacy Administration, or Master in Public Health.
• Board Certification in a pharmacy specialty.

• Promotes a climate of compliant, effective, rational, and cost‐effective processes.
• Provides direction, expertise, and leadership for the System 340B Drug Discount Program.
• Engages with senior leadership and participates in decision‐making related to new 340B processes, compliance, and financial matters.
• Develops collaborative relationships with internal WVUHS leaders (accounting, legal, IT) and external partners (wholesalers, manufacturers, contract pharmacies, software vendors, PBMs, and TPAs).
• Provides expertise on 340B legislation, advocacy, and policy changes.
• Develops goals and strategic plans for future compliance, optimization, and finance.
• Reviews, negotiates, and maintains all 340B contracts.
• Oversees contract pharmacy marketing to attract and retain qualified retail pharmacy contracts.
• Establishes annual and long‐term compliance and financial goals with enterprise pharmacy leaders.
• Develops business plans to prioritize and implement compliance and finance programs.
• Identifies future needs, develops solutions, and follows through to action.
• Assures development of policies and procedures that meet or exceed compliance standards.
• Maintains a personal development program and attends meetings, seminars, and stays current on trends.
• Utilizes financial and productivity tools to manage departmental resources.
• Works with site leaders to identify and rectify contract pharmacy budget variances.
