Permit Coordinator - NEPA & Environmental

At PEARCE
, we’re looking for a Permit Coordinator with experience in NEPA compliance to secure all required encroachment and construction permits for telecom and utility projects. Pearce provides technical maintenance, repair, operations, and engineering services for mission‑critical infrastructure across North America.

Your Impact

In this role you will collaborate closely with local, state, and federal jurisdictions, customers, vendors, and internal teams to ensure the timely and accurate submission and approval of permits. You will proactively identify and resolve permitting conflicts across multiple jurisdictions, manage concurrent permit applications, and maintain full ownership of each project’s permitting schedule from initiation through approval, ensuring all SLAs are consistently met.

Responsibilities
  • Lead permit kickoff meetings with jurisdictions.
  • Complete jurisdictional conformance checks.
  • Ensure SLAs and schedules are met.
  • Own the permitting process on behalf of the customer, coordinating design vendors and informing stakeholders of status.
  • Identify and resolve conflicting permitting requirements across multiple jurisdictions.
  • Access databases that provide engineering and facility assignment records.
  • Work with the permit team to resolve permit escalations and mitigations in a timely manner.

Depending on business and client needs, specific duties may vary or evolve over time.

Core Experience
  • Experience with NEPA compliance (Required).
  • Environmental permitting (federal and/or Texas and Indiana level) (Required).
  • Understanding of OSP Telecommunications terminology.
  • Accuracy and thoroughness; continuous improvement mindset.
  • Effective communication in meetings and written correspondence.
  • Adherence to policies and procedures; timely completion of administrative tasks.
  • Meeting permitting KPI standards.
  • High school diploma or GED required.
  • 1+ year of college/technical school or six months related experience/training.
  • Experience with permitting agencies and OSP telecom and/or utility builds.
  • Familiarity with acquiring encroachment, excavation, and traffic control permits.
  • Ability to travel up to 20% of the time (air or vehicle); valid driver’s license and acceptable driving record.
  • Detail‑oriented and able to maintain internal and customer tracking systems.
  • Experience with quality control of engineering prints and fiber designs preferred.
  • Experience with Arizona permitting preferred.
  • NEPA or environmental permitting experience preferred.

Base Pay Range
: $24.00 – $31.50 per hour
