Site HSE Manager; Health, Safety Environmental

Lead site-wide health, safety, and environmental performance for Monarch’s construction program. The Site HSE Manager ensures all contractors and visitors operate to AIP’s safety culture and comply with applicable OSHA and West Virginia environmental requirements.

This role sets expectations, executes field audits, drives corrective actions, and partners with contractors to prevent incidents and protect the workforce and the environment.

• Develop and implement the site HSE plan, including onboarding, training expectations, and audit cadence.
• Conduct routine field inspections, safety walks, and contractor audits; document findings and drive corrective actions.
• Lead incident response, investigations, root cause analysis, and closeout of corrective and preventive actions.
• Verify contractor safety plans, job hazard analyses, permits, and lifting plans are in place and followed.
• Manage environmental compliance activities and reporting (spill prevention, waste management, stormwater controls, permits).
• Coordinate emergency response planning, drills, and site readiness for medical and weather events.
• Maintain leading and lagging indicator reporting; present HSE performance in weekly leadership reviews.
• Stop work authority: intervene immediately on unsafe conditions and ensure lessons learned are communicated across the site.

• Bachelor’s degree in occupational health and safety, environmental science, engineering, or related field (or equivalent experience).
• 7+ years of HSE experience in heavy civil, power, industrial, or large construction environments.
• Strong working knowledge of OSHA standards and construction safety management practices.
• Professional certifications preferred (CSP, CHST, or similar).
• OSHA 30 required; additional training (first aid/CPR, HAZWOPER) is a plus.
• Experience managing multiple contractors and enforcing consistent site standards.
• Ability to work full-time on-site in Point Pleasant, WV.
