Employee Assignment and Reporting

Employee will be assigned to the Division of Mining and Reclamation (DMR), Hydrologic Protection Unit (HPU) and 401 Certification Unit (401) in the Philippi Regional Office. The employee will report directly to the Environmental Resources Program Manager 1.

Duties
  • Receive and track all National Pollution Discharge Elimination System (NPDES) and 401 applications submittals for the regional office. Ensure the application information is transferred into the Environment Resource Information System (ERIS) and notify the HPU Environmental Resource Associate (ERA).
  • Track the resubmittal of applications and inspector reviews in ERIS.
  • Prepare NPDES draft permits to send them to headquarters, the company and consultant.
  • Review and track final approvals.
  • Ensure that application fees are receipted and processed daily.
  • Process incoming and outgoing mail.
  • Create and distribute application tracking reports as required.
  • Proofread advertisements and certificates of publications as required and inform the application team leader of any errors.
  • Assist the ERA in processing Freedom of Information Act (FOIA) requests for the regional DMR/HPU office.
  • Answer the phone as required.
  • Perform other clerical duties as necessary including ERA duties during their absences.
Notes
  • Regular attendance is an essential part of this position.
  • Qualifying applicants will be required to complete an internet-based profile assessment to compare the applicant’s thinking and reasoning skills, behavioral traits and the occupational interests against the traits determined to be important to the posted position.
  • All new employees that are involved with Specific DEP programs subject to the Surface Mining Control and Reclamation Act (SMRCA) of 1977 must file prior to final appointment and annually thereafter, a Statement of Employment and Financial Interest (OSM 23).

Minimum Qualifications

Training:
Graduation from a standard high school or the equivalent.

Experience:

Four (4) years of full-time or equivalent part-time paid experience performing routine office work.

Substitution:
College hours, related business school, or vocational training may be substituted through an established formula for the required experience.
