Eligibility

The job is open to:

U.S. Citizens, Nationals or those who owe allegiance to the U.S. Clarification from the agency:
United States (U.S.) Citizens and Non-U.S. Nationals who have resided in the U.S. or U.S. territory for three (3) or more continuous years immediately preceding the start of Federal affiliation.

Duties
  • Serves as a Child and Youth Services (CYS) Assistant Director of a CYS Program with responsibility for assisting the supervisor in the operation of an assigned CYS program in accordance with applicable regulations and standards.
  • Provides program oversight and accountability for the performance of assigned staff and the safety and well being of children and youth in accordance with DoD, Army and local policies and standards.
  • Assists in maintaining DoD/Army certification for assigned program areas, and helps ensure the program achieves and retains national accreditation or Army equivalent and maintains accreditation/Army equivalent standards.
  • Provides appropriate staff professional recognition and/or disciplinary action. Conducts written observations of staff during all hours of operation, and evaluates employees based on established performance standards.
  • Works cooperatively with other CYS Managers to ensure seamless service and continuity of quality options for all children and youth. Serves as a member of the CYS Program Plan Team to develop written strategies for program improvement.
Requirements

Conditions of employment

  • Meet qualification/eligibility/background requirements for this position.
  • A one-year probationary period may be required.
  • Satisfactorily complete an employment verification (E-Verify) check.
  • Must be at least 18 years of age at the time of appointment.
  • Subject to satisfactory completion of all pre-employment checks in accordance with AR 215-3, para.
    2 including a Child Care Tier 1 background investigation.
  • The Crime Control Act must be successfully completed and maintained.
  • Satisfactory performance, successful completion of training requirements and demonstrated on the job competency is required.
  • Travel to on and off post locations required.
  • Must have current health assessment documenting good mental and physical health, freedom from communicable disease, and immunizations IAW current Army and DoD policy including annual influenza vaccinations.
  • May be subject to varying and/or rotating shifts between 06:00 AM and 06:00 PM to include occasional evenings, weekends and holidays as required.
  • The dual compensation guidelines DO NOT apply to this position. GS and NAF employees holding FLEX positions are eligible to apply for this position.

A Qualified Candidate Must Possess The Following 2. In addition to the basic requirements stated above the following is required:

  • Successful completion of a 4-year college or university degree with a major course of study which directly relates to the appropriate CYS field consistent with Youth Facilities requirements.
  • Education must be in youth development, youth administration, education, home economics, physical education, elementary education, special education or related fields for Youth Facilities.
  • Experience involving teaching children or other work demonstrating ability to perform duties.
  • Ability to select, train, and supervise childcare and preschool employees, family childcare providers, or other care-giving adults.
  • Ability to develop and implement child development programs, including family day care programs, part-day preschool programs, and before and after school programs.
  • Ability to plan and organize work, analyze problems, gather pertinent data and recognize solutions.
  • Must possess strong oral and written communication skills and the ability to present ideas to diverse audiences.
  • Must have at least 24 semester hours in education or related CYS field plus appropriate related work experience.
Education

Proof of education is required at the time of application. Education must be directly related to the position. General education courses do not count toward the credit total.
