Position: IT Project Manager (Temp 1 - 3-year assignment, 40 hours per week)

The Clerk of Court & Comptroller’s Office is seeking a true, hands‑on Project Manager to support our Information Technology Infrastructure & Security Team for a temporary, full‑time assignment lasting approximately 1–3 years
.

This is not a passive coordination role. We’re looking for someone who drives projects forward
, removes roadblocks, and takes ownership from planning through completion. You’ll be deeply involved in the work — partnering with technical teams, making decisions, and ensuring deliverables are executed with precision.

The Project Manager will lead IT infrastructure and cybersecurity initiatives from start to finish, developing and executing detailed project plans, schedules, and deliverables while actively identifying obstacles and driving solutions to maintain momentum. This role works closely with engineers, administrators, and security staff to translate technical requirements into actionable tasks, manages vendor relationships and procurement activities, and ensures all work aligns with state and local security standards.

The position also provides clear progress updates to IT leadership and supports ongoing improvements to project execution practices within the IT division.

  • Delivers project objectives on‑time and on‑budget with high quality through effective management of project resources; defines business drivers, testing plans, project components, objectives, deliverables, and timeline; tracks project milestones and deliverables; identifies and mitigates risks.
  • Uses standard project process and disciplines to plan and manage all tasks (business and technical), ensuring quality and keeping stakeholders informed of progress; performs project planning, quality assurance, testing management, workflow management, and software development management.
  • Coordinates and oversees vendor management; negotiates solutions with end‑users.
  • Develops and delivers progress reports, proposals, requirements documentation, testing plans, and presentations; provides high‑level detailed status briefings to all levels of management; coordinates submission/presentation of weekly status reports to senior management.
  • Establishes maintenance procedures and support structure.
  • Works with the user community and major functional groups to understand business needs and testing requirements.
  • Reviews and utilizes measurement data to evaluate the department’s performance in meeting established goals and milestones, and to plan and implement initiatives in support of the organization’s vision, mission, and values.
  • Evaluates and tests new or modified software programs and procedures; verifies that programs function according to user requirements and conform to established guidelines.
  • Designs and develops tools for test management, execution, and reporting to enhance the overall quality assurance process.
  • Writes, revises, and verifies quality standards; tests procedures for program design and quality assurance.

Bachelor’s degree in Information Technology, Computer Science, Business Analysis or related field required, supplemented by five (5) years of recent and relevant experience, three (3) of which are in project management involving cross‑functional teams. Additional experience is accepted as a minimum requirement in lieu of a post‑secondary degree: four (4) additional years in lieu of a bachelor’s degree and two (2) additional years in lieu of an associate degree.

Experience and working knowledge in project management required.

Master’s degree and/or Project Management Professional (PMP) certification strongly preferred.
