Summary
Support the Mission of the Department of Emergency Services; to promote and assist in providing safety and security to Chester County citizens so they can work, live, and grow in a healthy and safe community.
The Safety & Security Supervisor provides tactical leadership and first-line supervision guidance to the security team while enforcing safety regulations, monitoring premises, and responding to emergencies and security incidents. They will oversee the security operations and personnel, to ensure efficient, accurate, and timely operation of security services. Supervisory responsibilities may be reassigned to alternate locations, as needed.
This position requires availability 24 hours a day, seven days a week, 365 days a year.
This job requires the following documents to be obtained, reviewed as acceptable by the supervisor: PA Child Abuse, re-obtained every five years and a PA Criminal History and FBI Criminal History done every two years.
This is an essential employee position. Essential employees are obligated to report to work as scheduled or remain at work during emergencies. Following is the Duty Statement for essential employees:
"Carries out essential job functions or assigned emergency duties which may involve assignments within the Emergency Operations Center, deployment to a field location to participate in emergency management activities, or other duties as required during periods of emergency. If received, emergency assignments may be performed under adverse conditions and continue for periods ranging from a few hours to several weeks".
Essential Duties
- Supervise and provide tactical leadership to a team of safety and security operators to ensure the efficient, accurate, and timely operation of security services.
- Coordinate and assign work scheduled, tasks, and responsibilities to safety and security operators, ensuring appropriate coverage of all shifts and areas.
- Train and educate safety and security operators on safety and security procedures, emergency response protocols, and customer service skills.
- Foster a culture of safety, security awareness, and professionalism among the safety and security team.
- Analyze security situations and provide recommendations to the Assistant Deputy Director for Safety and Security regarding staffing, resource utilization, and personnel issues.
- Monitor the performance and conduct of safety and security operators, providing feedback, guidance, and disciplinary action, as necessary.
- Conduct regular patrols to assess security risks, detect signs of intrusion, unauthorized access, or safety hazards.
- Conduct regular inspections of fire safety equipment, emergency exits, and other security systems to ensure they are in proper working order.
- Maintain accurate records of security incidents, daily activities, incident reports and shift reports.
- Monitor surveillance cameras, alarms, and access control systems to ensure the security of county facilities, promptly responding to any suspicious activity or breaches.
- Respond to emergency situations, such as medical emergencies, accidents, or security incidents, and lead the safety and security team in taking appropriate action following established protocols.
- Collaborate with local law enforcement agencies, emergency services, and other security professionals as required for incident response, investigations, and coordination.
- Provide excellent customer service.
- Maintain a favorable image to the general public and county employees.
- Provide assistance and support to staff, and visitors during emergencies or crises, including implementing evacuation procedures.
- Enforce policies and procedures related to safety and security, ensuring compliance among residents, staff, and visitors.
- Stay updated on industry best practices, safety regulations, and relevant policies to ensure compliance and continuous improvement in safety and security operations.
- Protect the County's assets relative to theft, assault, fire, and other safety issues.
- Perform other duties, tasks, and special projects, as required.
- High School Diploma or equivalent, or General Education Degree (GED).
- Three or more years of experience in law enforcement, corrections, security, or related job field, or any combination of education, training, and experience.
- All DES employees must successfully complete the following FEMA course within 6 months of hire:
