Overview

Chelan County PUD is seeking a senior-level Energy Policy Advisor to lead analysis and advocacy on complex regulatory, legislative, and market policy issues affecting the District’s energy and transmission portfolio. This role ensures emerging regulatory frameworks are understood, influenced, and aligned with Chelan PUD’s statutory obligations, risk posture, and long-term public power objectives.

Job Functions

This position monitors, evaluates, and actively participates in state and federal regulatory proceedings, organized market rule makings, and tariff development processes, particularly within Markets+, SPP Markets+, and evolving carbon and renewable compliance programs. You will draft and submit formal regulatory comments, support legislative and legal strategies, and represent the District in stakeholder forums, working groups, and industry organizations. In coordination with legal, external affairs, trading, finance, and risk management teams, you’ll translate regulatory outcomes into executable market strategies, contract provisions, and risk mitigation actions that protect and enhance the value of the District’s energy products and services.

Skills, & Abilities

The ideal candidate brings advanced expertise in utility regulation, energy market governance, and administrative or energy law, with a strong understanding of how regulatory decisions directly impact power trading, transmission access, pricing, and compliance obligations. Also essential is the ability to synthesize complex filings, orders, and market rules into clear recommendations for executive leadership and policymakers. Qualifications

Bachelor's Degree (B.S. or B.A.) from a four-year college or university in Economics, Business Administration, or Public Administration is required.

7+ years of progressively responsible regulatory, policy, and/or legal experience, including at least two years evaluating, designing, and/or implementing energy policies within regulated utility markets that support power trading and energy market operations required.

Experience in the Western electricity market, including CAISO and SPP Markets+, with experience in governmental or regulatory affairs or a legal background preferred.

Salary & Benefits

The starting salary range will be $138,000 - $172,500, with a maximum opportunity of up to $207,000 with tenure and strong performance.
