The controller reports to the vice president of finance and administration and is responsible for overseeing accounting operations, including billings and collections, payroll, grant monitoring and compliance, internal and external financial reports, the preparation of GASB financial statements, managing audits, and ensuring compliance with fiscal policies. The position also monitors cash flows and provides related reports to the vice president of finance and administration for institutional decision making.

Direct reports include assistant controller, data consultant, chief accountant, payroll coordinator and grants accountant.

  • Manage fiscal operations of the institution including accounting, budgeting, cashiering, grants and contracts, purchasing, student financial accounts, auxiliary enterprise accounting, asset management and assistance to the WVC Foundation.
  • Directly oversee the reconciliation of accounts necessary for month end closing and third-party accounts.
  • Develop and implement accounting policies, procedures and training to produce results that meet audit requirements.
  • Assist the vice president in budget development and monitoring.
  • Responsible for producing monthly reports for all end users, quarterly budget status reports for the board, and audited year-end financial statements.
  • Coach and mentor accounting personnel for job growth.
  • Train and supervise direct reports on accordance with negotiated agreements.
  • Analyze and monitor college budgets, cash management, investments; provide budgetary and financial accountability processes for all college units.
  • Represent the college at state meetings related to finance and accounting.
  • Coordinate and maintain computer-based systems for accounting and management.
  • Serves as the district’s audit liaison for internal/external audits. Coordinates site visits with appropriate staff, monitors audit process and potential audit issues, prepares audit reports for review and works with departments to develop and implement corrective action.
  • Provide information as requested by state and federal auditors and respond to audit requirements as appropriate.
  • Ensure adherence to all state, federal, and institutional financial regulations and policies, and review/assist in implementing necessary changes.
  • Updates Capital Asset Management System and ensures inventory and related depreciation are recorded properly.
  • Coordinates physical inventory counts for the college.
  • Perform month-end and year-end close accounting processes.
  • Work closely with the president, chief of staff, vice president of finance and administration, and the director of facilities and operations in the development of the biennial capital budget request, and in the management of the capital budget allocations.
  • Interpret SBCTC, OFM, federal, and other regulations, implement district policies and procedures to ensure compliance.
  • Ensure areas of responsibility operate within the policies and procedures of the college and applicable governing agencies.
  • Serve on college committees.

Minimum Qualifications
  • Bachelor’s degree in accounting, finance, business administration, public administration or a related field.
  • At least five years’ successful experience managing the financial resources of a business, governmental division or college utilizing a comprehensive enterprise system
  • At least five years’ accounting experience overseeing GASB/FASB based accounting operations, including reconciliations of ledgers, bank accounts, production of monthly and quarterly reports and annual audited financial systems.
  • Documented experience supervising professional fiscal staff.
  • Knowledge of principles and practices of accounting, cash management, business management and budgeting.
  • Knowledge of financial internal control practices and investigation procedures.
  • Advanced skill and experience in the design and use of spreadsheets and databases.
  • Experience with financial modeling and analysis.
  • Knowledge of pertinent federal and state rules and regulations.
