Families First for Children Pathfinder (FFP) was announced in February 2023 as part of the government’s children’s social care implementation strategy, Stable homes, built on love. In March 2025, the Families First Partnership Programme Guide was published outlining the delivery expectations for safeguarding partners in England in the implementation of family help, multiagency child protection reforms and making greater use of family group decision‑making.

Health is a key partner in the implementation of this reform and therefore the post holder will play a pivotal role in driving this forward across the health system.

The post holder will be responsible for the delivery of the expected functions of the lead health role within the Families First Implementation Team working with the Designated Nurses for Safeguarding Children and key stakeholders to provide expert advice, action and coordination to promote the effective safeguarding of children and young people and their families across Shropshire, Telford and Wrekin, ensuring the ICBs and provider trusts are compliant with the Families First Partnership (FFP) Programme requirements as per programme guide, Working Together to Safeguard Children (2023), Children’s Social Care Framework (2023) and any subsequent changes in legislation or statutory guidance.

The postholder is an expert practitioner in all aspects of safeguarding children. The post holder will work within a supportive team and will report to the Designated Nurses for Safeguarding Children, Local Authority colleagues and key stakeholders involved in the implementation of FFP.

Duties & Responsibilities
  • Work with the Designated Nurses for Safeguarding Children, FFP leads and health partners to implement and embed systems to deliver high‑quality person‑centred care with compassion, dignity and respect with good health outcomes.
  • Facilitate effective multi‑disciplinary team working at service level, setting clear and measurable improvement outcomes.
  • Expert health advisor within the FFP project, to share progress with the Designated Nurse for Safeguarding Children who will liaise with NHSE to support the roll‑out of the project across the country and to DfE.
  • Work with the Designated Nurses on the co‑ordination of the funding provided from the FFP project for health for any additional posts required, including support for developing business cases to access funding within organisations/commissioning.
  • Develop and promote a positive culture within all health organisations to enable continuous quality and service improvement.
  • Support the Designated Nurses for Safeguarding Children to write exception reporting and briefing papers.
  • Support the effective management of patient pathways through all the health organisations involved, ensuring safety and best patient experience is paramount in all decision making.
  • Ensure that everyone within sphere of delivery is treated with dignity and humanity, understanding individual needs, showing compassion and sensitivity, and providing care in a way that respects all people equally.
  • Provide line management (including annual performance development reviews) to a small group of staff who have a dedicated role in FFP within the ICB if required.
  • Be responsible for the oversight and management of developing the new additional roles as required. The coordinator will work with the Designated Nurses for Safeguarding Children in getting these in place and supporting with carrying out the necessary HR processes and procedures.
