Are you passionate about ensuring the safety and well-being of residents? We are seeking a dedicated Building Safety Manager to oversee our high-risk buildings, across our stock.
Introduction to the roleAs a Building Safety Manager, you will be pivotal in ensuring the safety and compliance of our buildings. Your role will involve supporting Watford Community Housing in fulfilling their safety and regulatory duties, thereby enhancing the well-being and security of our homes.
Role purposeThe principal purpose of the Building Safety Manager role is to provide senior operational leadership and assurance for the safe occupation, regulatory compliance, and long-term risk management of Watford Community Housing's 11m+ , specialist housing schemes, and Higher-Risk Buildings (HRBs) 18m+ in height, in accordance with the Building Safety Act 2022, Fire Safety Act, and associated statutory and regulatory requirements.
What is the role?Key Accountabilities:
- Manage the building safety of all buildings over 11 metres, acting as the central professional point of accountability for all building safety matters.
- Maintain, manage, and continuously assure the Safety Case Reports for all buildings over 18 metres, ensuring risks are proactively identified, controlled, and mitigated to ALARP.
- Ensure Building Registration Certificates (BRCs) and Building Assessment Certificates are obtained, maintained, and kept under continuous review.
- Establish, operate, and oversee a Mandatory Occurrence Reporting (MOR) regime, including investigation, escalation, trend analysis, and statutory reporting to the BSR.
- Identify and manage fire, structural, and building safety risks across HRBs, ensuring appropriate controls are in place and effective.
- Ensure suitable and sufficient Fire Risk Assessments, intrusive surveys, fire door inspections, structural assessments, and safety audits are commissioned, reviewed, and actioned within required timescales.
- Review, maintain, and assure the accuracy of Golden Thread information, ensuring building, risk, and resident data is current, complete, and accessible.
- Provide assurance that building safety data is suitable for regulatory scrutiny, audits, and formal assessments.
- Be responsible for the day-to-day management of building safety activity, including oversight of contractors, consultants, and project teams operating within HRBs.
- Take reasonable steps to assure that contractors, designers, and duty holders are complying with statutory duties, approved codes of practice, and organisational procedures.
- Take immediate action to stop unsafe working practices and escalate contractual, compliance, or performance concerns as required.
- Ensure emergency arrangements are clearly communicated to residents, staff, contractors, and emergency services.
- In collaboration with the Fire Safety Contracts Manager and Fire Safety Officer, ensure emergency plans are tested, reviewed, and updated as necessary.
- Lead engagement with residents living in HRBs through a Resident Engagement Strategy (RES), ensuring residents understand safety arrangements, responsibilities, and escalation routes.
- Undertake quarterly resident engagement meetings within HRBs, providing opportunities for residents to raise safety concerns and receive feedback.
- Provide monthly performance, risk, and compliance reporting to the Head of Asset & Sustainability.
- Remain up to date with changes to legislation, regulation, approved codes of practice, and statutory guidance relevant to building safety.
- Promote a positive building safety culture, demonstrating professional challenge, ethical decision-making, and leadership.
