The State of Connecticut Department of Mental Health and Addiction Services (DMHAS) is seeking a highly skilled and detail‑oriented Fiscal Services Manager to join the Western Connecticut Mental Health Network (WCMHN) in Waterbury, CT. In this pivotal role, you will oversee both fiscal and physical operations, ensuring the effective management of resources that support behavioral health services across the region.
Key Responsibilities- Serve as a key advisor on the facility’s executive team, contributing to strategic and operational decisions.
- Act as the principal liaison between the facility and the agency on matters related to budgeting, contracts, and procurement.
- Coordinate fiscal practices and policies in alignment with agency and statutory requirements.
- Maintain and report on the Comprehensive Financial Status Report (CFSR), providing analysis and performance guidance.
- Monitor expenditures, salary and overtime costs, and implement corrective actions to mitigate overspending.
- Ensure all purchases align with operational needs and comply with procurement regulations.
- Collaborate with HR, payroll, and external providers to ensure programs are properly funded and operating within budget.
- Support audits and regulatory reviews by maintaining consistent, transparent processes.
- Supervise fiscal and administrative staff, including a Fiscal Administrative Assistant and Secretary.
- Chair the Safety and Health Committee and oversee building operations across the network, ensuring compliance with Joint Commission standards.
- Manages administrative and fiscal direction of a mental health facility.
- Assists Superintendent or Fiscal Director in formulating policy and procedures governing general administration and management of institution.
- Coordinates preparation for Joint Commission on the Accreditation of Hospitals and other accreditation surveys.
- Develops and manages a system for ongoing administrative self‑assessment and corrective action between accreditation surveys.
- Confers with and advises clinical leaders on problems of operation management and control.
- Carries out programs and policies of Superintendent.
- Plans and directs administrative activities necessary for development of new mental health programs and/or expansion of existing programs.
- Directs formulation and administration of facility budget.
- Inspects facility building and grounds to ensure effective and efficient services and proper utilization of properties and resources.
- Prepares, maintains and exercises facility disaster plans.
- Leads the recruitment and hiring of staff, including outreach, interview and selection.
- May assume a leadership role in program development by planning and coordinating both administrative and programmatic components.
- May serve in absence of Fiscal Director or Superintendent.
- Performs related duties as required.
Minimum Qualifications – General Experience
Eight (8) years of experience in business administration or health care administration involving responsibility for financial management or budget development.
Minimum Qualifications – Special ExperienceFour (4) years of the General Experience must have been in a professional organization that provides mental health or intellectual and developmental disability services or general hospital administration.
Substitutions Allowed- College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor’s degree.
