Job DescriptionPro Sidian seeks a Program Manager (O&S Cost Estimating & Model Support) for Aerospace & Defense Operation & Support (O&S) Legacy Cost Model Support and Independent Cost Estimates [AFCAA
0009008] on a exempt W2. The role is hybrid, based in Washington, DC, and serves AFCAA and related DoD stakeholders.
Provide leadership and management for O&S legacy cost model support and independent cost estimates in the Aerospace and Defense sector, ensuring compliance with AFI 65‑508, FY2021 NDAA, and AFCAA standards. Serve as primary liaison with AFCAA leadership and stakeholders, approve deliverables, and brief senior leadership.
RESPONSIBILITIES AND DUTIES- Serve as primary engagement lead for AFCAA O&S Division (SAF/FMCY); manage scope, schedule, and deliverables.
- Establish and execute project governance: kickoff, weekly status, quarterly reviews; manage action items.
- Implement Quality Control Plan and peer review cadence for cost models and briefings; ensure AFCAA format compliance.
- Oversee NDA execution and secure data‑access coordination; enforce data‑handling procedures for unclassified/classified outputs.
- Manage resourcing (up to five analysts per year), workload balancing, and surge support across legacy estimates and ICE/NACA/SCP tasks.
- Coordinate stakeholder engagements and estimate reconciliation activities with program offices and OSW CAPE/DAF reviewers.
- Maintain risk register; identify schedule/quality/people/data risks and implement mitigations.
- Ensure rapid response posture (e.g., one‑business‑day turnaround for drafts, briefings).
- Deliver program management reporting (monthly status, expenditure log, travel plan, open/closed tasks) and support CPARS performance objectives.
Desired Qualifications
- Minimum 3 years managing projects of comparable scope to this effort.
- Minimum 8 years cost estimating or cost analysis experience (DoD/DAF context).
- Experience managing Excel‑based cost models with full traceability.
- Familiarity with AFI 65‑508 cost analysis expectations and DoD cost‑estimating governance.
- Bachelor’s degree in STEM, economics, operations research, business, or related field (or equivalent experience).
- Project leadership experience in cost analysis or sustainment analytics programs supporting DoD stakeholders.
- Preferred:
Formal PM training/certification (e.g., PMP) and/or DoD acquisition/cost‑estimating coursework.
- Mission‑focus and accountability, proactive risk management.
- Quality leadership: enforce standards and peer review.
- Communication: translate technical cost concepts to senior stakeholders.
- Planning and prioritization across legacy and ad‑hoc outputs.
- People leadership: mentor junior staff; maintain effective senior‑to‑junior ratio.
