Overview

Employees in this position are responsible for appraising residential properties for the assessment of property tax as required by Washington State Law in accordance with recognized appraisal practices and standards.

Placement level at hire will be determined based upon education, experience, and certifications.

Hourly Pay
  • Appraiser 1 (9) : $ 24.30
  • Appraiser 2 (10): $ 26.22
  • Appraiser 3 (11): $ 28.14
Responsibilities
  • Locates assigned properties using maps, aerial images, parcel numbers, legal descriptions, and addresses.
  • Operates county vehicles to conduct field visits for physical inspection of properties.
  • Inspects residential properties to ensure accurate dimensions, quality classification rating, and the overall condition of structures.
  • Communicates with property owners in a calm, professional manner in order to explain the purpose of field inspections and conduct a brief field interview to confirm the accuracy of county records.
  • Review and analyze recent sales data to ensure accurate and uniform valuation of residential properties in assigned area and throughout Island County.
  • Prepares documents to support assessed valuation at the Island County Board of Equalization and the Washington State Board of Tax Appeals.
  • Enters and retrieves data using Computer Assisted Mass Appraisal (CAMA) software as well as performing basic functions and calculations through the use of spreadsheets.
  • Performs related duties as directed and required.
  • Attends Department of Revenue courses to enhance appraisal knowledge and maintain appraiser accreditation.
  • Ability to work outdoors in all types of weather conditions for several hours per day. Must be physically able to walk the perimeter of 30-40 homes per day, occasionally navigating steep or difficult terrain. 60% out in the field and 40% in the office.
  • Operate passenger vehicles safely and in accordance with all traffic laws.
  • Knowledge of laws, rules, regulations, techniques, and procedures which apply to mass appraisal in Washington State.
  • Maintains a high standard for accuracy, completeness, and efficiency in the preparation of reports.
  • Perform arithmetic, algebraic, geometric procedures, and calculations.
  • Understanding of standard office and field equipment such as cameras, computers, calculators, laser measurement devises, and tablets.
  • Ability to quickly grasp new techniques, deal with rapid changes in events, remain calm in stressful situations, relate to various personality styles in a calm and professional manner.
  • Effectively communicates with others for the purpose of gathering and relating information both orally and in writing.
  • Establish and maintain effective working relationships with team members and the public. Must be able to handle difficult situations in a tactful, courteous manner.
  • Work well both independently and as a team member to complete tasks and deadlines.
  • Understand, follow, and meet the required deadlines of the Washington State Department of Revenue calendar.
Appraiser 1
  • Valid Washington State driver’s license.
  • High School Diploma or equivalent.
  • Experience in property appraisal, real estate, title company or construction preferred.
  • Ability to attend and pass examination for IAAO 101:
    Fundamentals of Real Property and Uniform Standards of Professional Appraisal Practice (USPAP) within 6 months of hire date.
  • Meet criteria to become an accredited appraiser with the Washington State Department of Revenue.
Appraiser 2
  • Must have two years of experience as an accredited appraiser.
  • Demonstrate knowledge of appraisal techniques and an understanding of all aspects of the Assessor’s office.
Appraiser 3
  • Must have four years of experience as an accredited appraiser.
  • Demonstrate knowledge of appraisal techniques and an understanding of all aspects of the Assessor’s office.
  • Ability and willingness to be a team leader and assist in the training of new appraisers.
