Basic Functions:
This is a non-exempt position. This is a journeyman-level position that performs technical forest management work for the Confederated Tribes of the Colville Reservation. This is the second highest grade level in this series classification - individuals at this level desiring promotion to the next higher level (Forestry Technician III) will have to apply and compete for positions when they are advertised.
An employee occupying a position at this grade level is responsible for assisting professional foresters, the Supervisory Forestry Technician (or Supervisory Forester), or Forestry Technicians of equal or higher grade level by performing a variety of technical forestry tasks requiring basic knowledge of forest biology, related physical sciences, and the practical application of standard forestry methods and techniques. Primary work duties involve activities related to Forest Development Activities, timber sale layout, sale administration on major timber sales, presales cruising, and forest engineering assignments, fire suppression.
Also this position could be detailed to assist the greenhouse manager in oversight of cold storage facilities, tracking inventory of seedlings, monitoring temperatures, reporting repairs/damages. This class of work is characterized by a significantly greater degree of responsibility and contract authority than at the Forestry Technician I grade levels. The nature of work is also significantly more complex than the work assignments at the Forestry Technician I level.
This greater degree of responsibility, authority, and complexity is exemplified by the value and nature of assigned projects. The requirement to quickly learn and apply existing or new forestry methods and techniques is extremely critical in this position.
MINIMUM QUALIFICATIONS:
Education and Training:
- High school diploma or equivalent, with some course work in mathematics and science (Biology, Chemistry, Physics, etc). A strong math and science background is highly recommended.
- Three (3) seasons of experience and satisfactory performance (documented by performance appraisals) at the Forestry Technician I level (including training completed for an approved Training Plan).
- Certification of Log Scaling at Advanced level done yearly through BIACheck Scaler & carded/documented. Documentation in the form of a Certification for future Log Scaling roll outs/workshops will be required to verify experience.
- A Forestry Technician degree or a two-year Natural Resource Management degree from an accredited college or institution, AND one (1) year of satisfactory experience at the Forestry Technician I grade level.
Knowledge, Skills, and Abilities:
- Familiarity with district forest environments/watersheds and transportation systems.
- Working knowledge of timber sale contracts, maps, ops plans and their requirements.
- Working knowledge of the various Forest Development contracts and their requirements.
- Working knowledge of the CCT's 208 Forest Practices/Water Quality Act and its requirements.
- Knowledge of applicable Tribal and federal regulations as they pertain to forest management activities.
- Knowledge, Skill and Abilities to Log Scale at all mills, recording, managing, processing log scale data in timely manner for payment.
- Working knowledge of logging systems, and road layout and construction as they relate to timber sales.
- Knowledge in the use of tools and equipment specific to forestry operations.
- Knowledge in the operation of various types of Four wheel drive, UTVs/ hooking Trailerhitchens. Knowledge of ALL Silviculture practices in implementing various prescriptions and site preps as needed.
- Working knowledge of prescribed fire as a tool for meeting forest management objectives.
- Knowledge of WILDFIRE suppression techniques, up to what would be expected performing at the Single Resource Boss level.
