Grey Street Consulting, LLC (Grey Street), a leading small business provider of Grants Management operational support services to Federal civilian and defense agencies, is seeking to hire a Part-Time Program Manager to support our prospective client within the Department of Transportation (Use the "Apply for this Job" box below). Federal Highway Administration (FHWA).

DOT FHWA is located in Washington, DC, and this position is to be performed in a remote capacity.

Candidates need to be agreeable to the possibility of the government returning staff on-site.

Essential Duties and Responsibilities
  • The PM is responsible for overall management of the order and order personnel, including quality assurance for all products delivered to the Government and availability of resources to complete all requirements.
  • Serve as the contact point for all matters related to order management, task order modifications, and performance issues.
  • Meets with customer and Contractor personnel to discuss and review task requirements, performance, and deliverables.
  • Fulfills order reporting requirements.
  • Leadership skills, including personnel management and project/task management to accomplish order requirements.
Job Requirements and Experience
  • The Program Manager (PM) must have a minimum of a bachelor’s degree in a business field.
  • At least five (5) years’ experience successfully managing several direct reports.
  • A minimum of ten (10) years’ experience with direct and relatable competitive grants.
  • Possesses excellent verbal, presentation, writing, and customer service skills.
ADA Requirements
  • Operate a PC and phone in an office environment.
  • Work in a primarily sedentary position.
  • Perform some bending, light lifting, and carrying of equipment may be required.
  • Any additional office equipment that is required by the position.

About the Department of Transportation  Federal Highway Administration (FHWA)

The mission of the Federal Highway Administration (FHWA) is to improve safety and mobility on our nation’s highways through national leadership, innovation, and program delivery. The FHWA is an agency within the U.S. Department of Transportation  supports State and local governments in the design, construction, and maintenance of the Nation’s highway system (i.e., Federal Aid Highway Program) and various federally and tribal-owned lands (i.e., Federal Lands Highway Program).

Through financial and technical assistance to State and local governments, the FHWA is responsible for ensuring that America’s roads and highways continue to be among the safest and most technologically sound in the world.

The mission of the Cooperative Agreements and Non-State Grant Awards Division (HACG-30) within the FHWA, Office of Administration (HAD), is to award and administer grants and cooperative agreements to on-State DOT recipients (“Direct Awards”). These awards provide financial support for highway-related projects and range from planning, design, construction and maintenance to research, training, and technical assistance, as well as congressional earmarks for non-state recipients.

The Division is responsible for the preaward processes, award, and post-award administration of Federal assistance agreements (grants and cooperative agreements) for a wide range of research, specialized studies, construction and other activities necessary to support DOT, FHWA Headquarters Offices, and Division Offices carry out their mission in accordance with Title 23 U.S.C. The type of recipients supported by HACG-30 include local governments and political subdivisions of a State or Territory (e.g., cities, towns, counties, special districts, among others);
Federally recognized Tribal governments;
Institutions of Higher Education; and other recipients that are not State-level entities (e.g., State Departments of Transportation). HACG-30 does not support formula grants or block grants; such experience is beneficial but not directly relevant for this requirement.
