Position: Recovery Support Counselor

About Jubilee Housing

The mission of Jubilee Housing is building diverse, compassionate communities that create opportunities for everyone to thrive. Since 1973, Jubilee has worked to provide high quality affordable housing and holistic support to those experiencing persistent economic hardship in the Adams Morgan and Columbia Heights neighborhoods of Washington D.C. Jubilee operates more than a dozen properties totaling more than 500 homes and has an active development pipeline of several hundred new affordable housing units in progress, including a first‑in‑kind aquaponics farm.

Jubilee also offers robust programming for residents and community members as they pursue life goals.

Position Description

Jubilee Housing operates a continuum of housing and services for men and women returning to the community from incarceration, beginning with the earliest days home in transitional and SRO housing, through long‑term, service‑enriched affordable housing. The Recovery Support Counselor plays a critical role in Jubilee’s person‑centered, multi‑disciplinary approach to supporting justice‑involved citizens. The position works primarily with residents living in transitional and single room occupancy phases of the program, who are in the first weeks and months home from incarceration.

The position provides individual and group counseling and life skills coaching services, including recovery support for people overcoming addiction, trauma, and other mental health conditions. This includes conducting assessments and coordinating referral services where appropriate. In performing the above duties, the Recovery Support Counselor works collaboratively in a professional community with other support staff, community‑based providers and others as deemed appropriate in addressing the needs of citizens through developing and implementing best practices.

Specific Duties
  • Provide direct counseling, mentoring and crisis intervention to justice‑involved individuals, in both individual and group settings, while incorporating gender‑sensitive practices.
  • Promote overall wellness and resilience by reinforcing communication and social skills, problem solving, anger management, self‑regulation, self‑determination, and optimism.
  • Collaborate with the Reentry Service Team, the resident, family members and other key stakeholders to create individualized recovery plans.
  • Increase achievement by assessing barriers to learning and determining the best instructional strategies to improve learning.
  • Advocate for residents by supporting their rights and needs within the treatment system. Educate residents and their support systems such as family members about addiction, mental health, and recovery resources.
  • Work with administrators to collect and analyze data related to positive improvement, outcomes, and accountability requirements.
  • Provide crisis management by providing leadership, direct services, and coordination with needed community service providers.
  • Collaborate with community providers and key stakeholders to coordinate the delivery of services to justice‑involved individuals during periods of reintegration and beyond.
  • Maintain confidentiality regarding all health‑related issues according to HIPAA laws.
  • Stay updated on best practices by keeping current with the latest research and developments in addiction and mental health recovery and participate in ongoing training and staff development.
  • Regularly attend and co‑lead scheduled resident meetings, case management sessions, and peer collaboration sessions, that nurture belonging.
  • Perform other duties as assigned.
Desired Qualifications
  • Bachelor’s degree preferred (human service field) or 4‑years equivalent experience.
  • At least two years of experience providing recovery support services.
  • Ability to maintain appropriate boundaries and awareness with individuals referred and serviced.
  • Ability to comply with internal, local, state, and federal regulations, reporting requirements and policies.
  • Ability to use an online meeting platform (when required) and be able and willing to learn about technology as necessary.
