Overview
CSEngineering is seeking a Senior Real Estate Subject Matter Expert (SME) to support the Department of Veterans Affairs (VA), Office of Construction and Facilities Management (CFM), Office of Real Property (ORP). This senior-level role provides deep technical expertise in federal leasing, real estate transactions, policy analysis, OMB scoring, and portfolio strategy, while serving as the primary lead for Project Management Plans (PMP), process mapping, and program governance.
Responsibilities- Provide senior-level technical leadership and subject matter expertise in federal real estate transactions and leasing programs.
- Serve as the primary lead for development, implementation, and maintenance of Project Management Plans (PMPs), process maps, and executive briefings.
- Deliver ad-hoc and recurring research, quality assurance reviews, and policy drafting related to VA real property and leasing activities.
- Perform OMB Circular A-11 lease scoring, including Net Present Value (NPV) calculations and compliance analyses.
- Conduct comprehensive due diligence for proposed lease acquisitions, including financial, regulatory, environmental, and historic considerations.
- Analyze benchmarking data to support independent cost estimates for environmental, historic, and real estate due diligence services.
- Analyze project-level and program-level schedule and cost data and provide recommendations related to deficiencies, cost growth, delays, and mitigation strategies.
- Research and interpret federal laws and regulations, including Title 40 U.S.C., OMB Circular A-11, and NEPA, and support development of standard operating procedures (SOPs) for CFM ORP business lines.
- Create solicitation and contract review checklists and perform compliance and quality reviews.
- Attend and lead in-person and virtual Microsoft Teams meetings to review task status, deliverables, and program performance.
- Perform financial feasibility studies, reuse studies, and portfolio-level analyses.
- Evaluate lease proposals against VA, GSA, and federal regulatory requirements.
- Develop independent cost estimates, NPV analyses, and lease financial models.
- Benchmark VA lease rates against GSA and private market comparables.
- Provide strategic recommendations to support portfolio optimization, risk mitigation, and long-term real property planning.
- Bachelor's degree in Real Estate, Business, Finance, or a related field.
- Minimum 7+ years of real estate experience, with emphasis on lease acquisition and portfolio management.
- At least 5 years of experience supporting federal government agencies or government contracting.
- Demonstrated expertise in VA and GSA leasing processes.
- Strong knowledge of federal real property laws and regulations, including Title 40 U.S.C. and OMB Circular A-11.
- Proven experience performing lease financial analysis, NPV calculations, and OMB scoring.
- Proficiency with Microsoft Office Suite, VA network drives, VA databases, and document management systems.
- Experience using real estate financial analysis and modeling tools.
- Strong ability to interpret and analyze lease documents, solicitations, and commercial real estate agreements.
- Experience preparing executive-level briefings, reports, and recommendations.
- Must be a United States Citizen.
