Position: SUPERVISORY FINANCIAL MANAGEMENT ANALYST with Security Clearance

You will develop and implement financial management plans and programs to facilitate the effective, efficient, and timely application of financial resources aligned to the organization's mission.
You will recommend and implement new and revised financial management concepts, procedures, and strategies to support the organization's programs.
You will ensure the financial integrity, timeliness, accuracy and validity of all accounting, budgetary, financial management and audit-related reports.
You will manage the budget planning and execution process by analyzing program requirements, recommending fund allocations, and developing detailed budget exhibits and justifications.
You will develop and implement solutions for highly complex financial problems, ensuring project goals are met within established timelines.
You will effectively supervise the IPO-820 staff to include establishing annual performance objectives and completing performance reviews in accordance with the organization's employee appraisal system. Requirements Conditions of employment

You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
This is a Key Security Cooperation Workforce (SCW) position and requires a DoD SCW Certification. Selectee must obtain and maintain certification within prescribed time frames. SCW level required: FOUNDATIONAL Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-03 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following:
Applying principles of Department of Defense acquisition programs, regulations, and directives.
Utilizing automated systems tools for development of new methods and techniques to perform analysis and review of finance, budget, and accounting data.
Interpreting and assessing the impact of new and revised congressional legislation on budget execution.
