This is a functional lead, authority-in-the-field type position designed to make critical impact in the Organization and is assigned all or part of the following responsibilities. (

  • As required by the Secretary of Legal Affairs, advises the General Assembly, the Meeting of Consultation of Ministers of Foreign Affairs and the Permanent Council. Advises the Committees and Working Groups of the Permanent Council as well as the Secretary General and his staff, and other organs, agencies and entities of the OAS on matters of public and private international law and the statutory and regulatory aspects of the functioning of those bodies.
  • Provides secretariat support to the Inter-American Juridical Committee.
  • Advises the Inter-American Specialized Conferences on matters of public and private international law.
  • Advises the Permanent Missions to the OAS on the statutory and regulatory aspects of the functioning of the OAS.
  • Supervises and coordinates the preparation of studies and legal opinions requested by the Organs of the OAS on topics related to public and private international law.
  • Supervises and coordinates through studies and documents the harmonization of public and private international law through the preparation of Model Legislation.
  • Provides technical support for the adoption of new Inter-American Conventions and performs the functions of depository of Inter-American multilateral treaties and bilateral agreements as entrusted by the OAS Charter.
  • Supervises the implementation of the Inter-American Program for the Development of International Law adopted by the General Assembly in 1997 and reports on its various activities.
  • Coordinates the organization of the Annual Course of International Law in Rio de Janeiro and participates as professor or lecturer in different seminars, workshops and events on public or private international law.
  • Coordinates the institutional support given to OAS Member States through the implementation of domestic legislation in accordance with Model Legislation and Inter-American Treaties and encourages contact and exchange of information and best practices among national authorities in order to improve cross-border cooperation and reform. Within the scope of specific projects, and at the request of Member States, draws recommendations for improving legal, judicial and administrative practices on topics related to public and private international law and works on the basis for the establishment of cooperation networks.
  • Within the scope of specific bilateral agreements, coordinates directly with international and national organizations, governmental or non governmental, in order to meet the specific goals of the Department and to carry out joint activities for the development of international law and to support the activities of the Organs of the Organization.
  • Establishes work plans, operational and strategic policies and procedures towards the optimal utilization of technical, human and financial resources and the implementation of mandates, as well as the focalization of partnerships for development actions and cooperation in line with the OAS priorities, objectives and needs.
  • Lead, manage and oversee the development and delivery of services pertaining to the objectives of the Department, including but not limited to approving and supervising the implementation of programs, projects and/or work plans, assigning personnel and evaluating the quality of activities administered by the Department.
  • Ensures proactive collaboration between the Department and other OAS Departments.
  • Directs and ensures the systematic collection and dissemination of information on the Department’s work, initiatives and accomplishments within the General Secretariat, Permanent Missions, international institutions/agencies and other prospective partners.
