Overview
Job Summary This position is located in the Captive Insurance Division of the District of Columbia Office of Risk Management (ORM). ORM provides comprehensive risk management services to District government agencies, with the goal of minimizing the total cost of risk and enhancing the delivery of public services. The agency is responsible for managing the District’s public sector workers’ compensation program, occupational safety and health program, and claims for unliquidated damages, as well as overseeing the District’s insurance and risk financing strategies through its Captive Insurance Company.

The agency is responsible for managing the District’s public sector workers’ compensation program, occupational safety and health program, and claims for unliquidated damages, as well as overseeing the District’s insurance and risk financing strategies through its Captive Insurance Company.
Responsibilities- As a Program Specialist (Insurance), support the Captive Insurance Division by conducting risk identification, quantification, and assessment; performing underwriting and exposure analysis; and assisting with risk transfer strategies.
- Analyze loss trends, review contracts for insurance implications, evaluate and compare coverage across major lines of commercial insurance, and assist with placement of appropriate insurance coverage.
- Provide continued support in the development, implementation, and management of ORM’s captive insurance program.
- Identify, determine, and analyze risk, monitor and report emerging risk activities.
- Manage and review contracts to determine risk/insurance coverage requirements and ensure compliance.
- Assist with exposure/loss collection and quantification; monitor and report emerging risk activity.
- Determine training needs and assist with training of team, agencies, and contractors/vendors.
- Partner with internal agencies to deliver quality customer service and maintain broker and carrier relationships to manage the District’s insurance programs.
Experience that equips the applicant with the knowledge, skills and abilities to perform the duties of the position. Typically, at least one (1) year of specialized experience must be equivalent to the next lower grade level in the organization. Examples include professional work involving risk identification, assessment, and underwriting; exposure and loss analysis; insurance coverage evaluation and placement; and contract review for insurance compliance, particularly in support of public sector insurance programs and risk financing strategies.

Working Conditions/EnvironmentWork is typically performed in an office setting but may occasionally involve investigative activity outside of an office setting.
