Position: SUPV PROGRAM ANALYST with Security Clearance

Responsibilities

  • You will oversee, direct and participate in the analysis of incoming requests from Foreign Military Sales (FMS) customers.
  • You will review foreign customer requirement for compatibility with DOD and OPNAV policy and guidelines.
  • You will coordinate and chair working group meetings with senior OSD, Navy International Programs Office, and SYSCOM officials, contractor representatives and FMS customers.
  • You will determine and define the need for Contract Support Services, prepare necessary Procurement Requests (PR's), participate in source selection and negotiations, and acts as the Technical Point Of Contact on Procurement Requests.
  • You will provide technical support in the preparation and issuance of funding documents in support of material and engineering requirements.
  • You will reviews and validates all Price and Availability estimates and serves as the point of contact for negotiating Price and Accountability information.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.10
Qualifications
  • Your resume must demonstrate one year of specialized experience equivalent to the next lower grade level/pay band NH-03 (GS-13) in the federal service or equivalent experience in the private or public sector with budget management, stakeholder negotiations, and contractor oversight to ensure compatibility with DOD and OPNAV policy and guidelines for Foreign Military Sales (FMS).
