We are seeking a Subject Matter Expert I to support the Department of Energy (DOE), Office of International Affairs in its mission to protect federal investments from undue foreign influence and to accomplish its mission in ways that protect and further energy security and technological advancement of the United States.
This role plays a crucial part in safeguarding DOE investments from actors that do not adhere to the global norms of science and seek to acquire knowledge and technology for their own benefit, as well as malign foreign influence. Description:
The mission of the Department of Energy (DOE) is to ensure America's security and prosperity by addressing its energy, environmental and nuclear challenges through transformative science and technology solutions. The Department takes seriously its responsibility to protect federal investments from undue foreign influence and to accomplish its mission in ways that protect and further energy security and technological advancement of the United States.
The Office of Research, Technology, and Economic Security supports the Department's programs in due diligence reviews and risk mitigation to ensure our national security, economic competitiveness, and technological leadership imperatives are duly incorporated into its financial assistance and loan activities. The Office's responsibilities include identifying and addressing potential security risks that threaten the scientific enterprise; establishing best practices for programs;
conducting outreach activities for stakeholders; educating Department programs on potential security risks; and conducting due diligence reviews of DOE proposals, loans, and awards. In support of this office, strong candidates will demonstrate expertise in due diligence reviews related to research, technology and economic security. This position focuses on enhancing RTES capabilities through training, communications, and operational support, while fostering partnerships and improving engagement metrics.
The successful candidate must be capable of thriving in a fast-paced environment, taking the initiative, tracking progress, and providing practical, timely solutions. Responsibilities:
* Provide comprehensive operational support to RTES, including:
* Plan, prepare, and support policy working groups and contribute to strategic initiatives by documenting and distributing comprehensive summaries of discussions and action items
* Review and align internal documents with brand guidelines, ensuring format consistency ensuring clarity across communications
* Maintain internal and external websites ensuring policies and procedures are current and accessible
* Assist in creating handbooks, Standard Operating Procedures (SOPs), and policy documentation
* Seek out, develop, and maintain effective working relationships with internal and external stakeholders and employ effective stakeholder management
* Produce engaging monthly newsletters, highlighting research security for internal and external stakeholders and new resources from the office
* Lead the redesign of client tipsheets, newsletters, and presentation slides to modernize the office's branding and enhance audience engagement
* Use data analytics platforms to enhance the analysis and interpretation of data to provide actionable insights into business decisions and reporting
Minimum Requirements:
* 5+ years of experience with a Bachelor's Degree
* Ability to develop SOPs, handbooks, and training materials
* Excellent organizational and collaboration skills
* Demonstrated expertise in RTES-related risk analysis and due diligence
* Understanding of regulations and authorities related to the Department and Energy and RTES, including but not limited to NSPM-33 and CHIPS and Science Act
* Experience using Excel, Power BI, Python and other advanced data analysis tools
* Excellent written and verbal communication skills for risk reporting and stakeholder engagement
Preferred Qualifications:
* Possess a TS/SCI or Q security clearance Benefits:
