Position Description:
We are seeking a Technical Project Manager who brings a unique blend of Agile leadership and technical expertise in software development and data science. This role will lead Agile ceremonies, manage project delivery, work with developers, and contribute to technical analysis and solution design for application initiatives supporting the DoS.
The ideal candidate will serve as a bridge between process and execution, facilitating Agile best practices while collaborating with cross-functional teams to deliver a working prototype, operations and maintenance and a minimum viable product (MVP). This MVP will serve as a pilot for prioritized applications and will be scaled into a production-ready solution for users.
This position is located in Washington, D.C..

Agile Facilitation & Project Management
. Lead all Scrum ceremonies: daily stand-ups, sprint planning, retrospectives, and sprint reviews.
. Guide teams in Agile/Scrum best practice and remove impediments to ensure smooth sprint execution.
. Track and report Agile metrics to stakeholders and leadership.
. Coach team members on Agile principles and foster a collaborative, high-performing team culture.
. Coordinate day-to-day project activities and maintain effective client communication.
Technical Contribution & Analysis
. Translate business requirements into actionable user stories and technical tasks.
. Participate in solution design and architectural discussions.
. Conduct code reviews and contribute to maintaining code quality and documentation standards.
. Troubleshoot technical issues and provide hands-on support when needed.
Cross-Functional Collaboration
. Work closely with other bureaus, developers, system administrators and analysts to ensure sprint deliverables are technically feasible and aligned with project priorities.
. Communicate complex technical concepts clearly to both technical and non-technical stakeholders.
. Coordinate across multiple Scrum teams and manage interdependencies between technical initiatives.
Required qualifications to be successful in this role:
. Bachelor's degree in Computer Science, Information Technology, Data Science, or a related technical field.
. Minimum of 5 years of experience managing Agile-based projects and facilitating Scrum practices.
. Experience as a Project Manager and Scrum Master in technical environments.
. 2+ years of hands-on experience in software development or data science.
. Strong understanding of data science methodologies, tools, and frameworks.
. Proficiency with Agile tools such as Jira or Azure Dev Ops.
. Excellent communication, facilitation, and stakeholder engagement skills.
Desired qualifications/non-essential skills required:
. Familiarity with cloud platforms (AWS, Azure, GCP) and Dev Ops/CI/CD practices.
. Proficiency in programming languages such as .NET, Python, R, or SQL.
. Experience with technical documentation and code quality standards.
. Prior experience in hybrid roles combining technical leadership and project management.
. Understanding of data governance, compliance, and security requirements in federal environments.

Compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range for this role in the U.S. is $89,600.00 - $.
