Role Overview

  • Our client is seeking a Technical Program Manager (TPM) to support the Bureau of Consular Affairs. This role manages global-impact, high-visibility projects focused on High Availability Disaster Recovery (HADR), AAG Cluster implementation, and complex cross-agency Datashare communications. You will operate at the intersection of engineering and mission leadership to drive the modernization and sustainment of critical enterprise-level capabilities across DOS environments.

Responsibilities

Strategic Program Leadership

  • Lead program planning, including scope definition, requirements gathering, and delivery milestones.
  • Translate mission objectives into technical architectures and communicate risks to executives.
  • Drive cross-team process improvements using Jira and Confluence to maintain alignment and resolve roadblocks.
  • Ensure all program outcomes are measurable against established OKRs and KPIs.

Technical Project Oversight

  • Manage Bureau-wide Windows OS upgrades (2K8/2K12), decommissioning projects, and Exadata hardware refreshes.
  • Oversee Oracle Consular Consolidated Database (CCD) and CSM/C1 operations, including patch cycles and 225 TB VLDB support across 230+ sites.
  • Lead efforts in Disaster Recovery (DR), failover monitoring, data architecture, and Data at Rest Encryption.
  • Act as the Infrastructure Architect for Oracle OFM SOA ESB implementations and F5 LTM/GTM traffic management.
  • Manage Data Engineering for biometric systems (IRIS/ABIS) and consolidation of communications using NIEM and Web Service Standards.

Technical Project Scope

The successful candidate will provide immediate backfill support for the following initiatives:

  • Oversee Bureau-wide Windows 2K8/2K12 upgrades, decommissioning projects, and Exadata hardware refreshes.
  • Manage Project Management for Oracle Consular Consolidated Database (CCD), Passport SQL Server operations, and 225 TB VLDB worldwide distributed databases.
  • Lead Data Engineering for biometric datashare systems (IRIS/ABIS) and DOS/CA communications migration consolidation.
  • Support Oracle OFM SOA ESB implementations, F5 LTM/GTM Traffic Management, and Data at Rest Encryption efforts.
  • Direct HADR AAG Cluster implementations and site-wide SQL Server replication projects.
Requirements & Qualifications

Mandatory Criteria

  • Must possess an active Top Secret clearance.
  • 5+ years of technical program management experience, specifically managing complex, cross-functional programs.
  • Bachelor’s degree in Computer Science, Engineering, or a related field.
  • Deep understanding of the Software Development Lifecycle (SDLC), systems engineering, and modern Dev Ops practices.
  • Experience with cloud platforms (AWS, Azure, OCI) and distributed systems.
  • Expert-level proficiency in Jira and Confluence for project tracking and documentation, alongside MS Project, Teams, and PowerPoint.
  • Strong familiarity with Agile/Scrum and ITIL frameworks.
  • Proven ability to balance high-level strategic alignment with detailed technical execution.

Preferred Qualifications

  • 10+ years of experience leading large-scale technical portfolios.
  • Background in Systems Integration, Network Engineering (20+ years), or Senior Database Administration (Oracle/SQL Server).
  • PMP, Agile, or Scrum certifications.
  • Previous exposure to ML/AI, hardware programs, or large-scale federal infrastructure.
