Overview

We are seeking a Task Order Manager to join our team! Responsibilities
  • Serve as the subject matter expert on the NMCI/NGEN contract, providing training and education to CNIC users and IT staff on NMCI/NGEN processes and expected service delivery timelines.
  • Develop and deliver training materials and sessions to ensure a comprehensive understanding of NMCI/NGEN operations.
  • Advise CNIC leadership and counterparts on appropriate solutions for various issues related to NMCI/NGEN, ensuring alignment with organizational goals.
  • Represent CNIC interests when raising issues to PM NMCI NGEN, advocating for necessary changes and improvements.
  • Conduct detailed analysis and review of ordering trends, proposed PM NMCI/NGEN policy changes, and new requirements.
  • Provide policy and procedural recommendations to N65 on IT governance based on analysis findings.
  • Manage the NMCI/NGEN budget, pulling budget information (appropriations, plus ups, and marks) from the Navy’s Program Budget Information System (PBIS).
  • Track incoming funds from other Budget Submitting Offices (BSOs) and Armed Forces against obligated funding associated with Task Order /Modification execution.
  • Periodically review funding execution and develop a comprehensive Spend Plan.
  • Reconcile incoming and outgoing transactions with the Comptroller to ensure all assigned funds are properly obligated.
  • Actively participate as a member of the NET Working Group and Customer Advisory Group, representing CNIC’s interests and priorities in the development of tools and processes that support the NMCI/NGEN contract.
  • Utilize software development background to provide detailed solutions and implementation recommendations.
  • As the NET Lead for CNIC, provide CNIC Echelon III CTRs with NET accounts and appropriate tool rights necessary for their roles.
  • Collaborate with other Echelon II CTRs/NET Leads to facilitate the transfer of NGEN/NMCI accounts and services between Budget Submitting Offices (BSOs) using the NET tool.
  • Provide training to the CNIC CTR community on the ordering process, usage of the NET tool, and its interface with other IT tools.
  • Offer ongoing support and guidance to ensure effective utilization of the NET tool within the CNIC community.
Required Qualifications
  • Active Secret security clearance
  • Active IAT II Certification
  • US Citizen
  • Bachelor’s degree in information technology, Business Administration, or a related field is preferred. Relevant certifications in project management or IT governance are a plus.
  • Minimum of 5-7 years of experience related to NMCI/NGEN contract management or IT governance, with a strong understanding of Navy contracting processes.
  • Proven experience as a member of the NET Working Group or Customer Advisory Group, representing organizational interests.
  • Extensive knowledge of NMCI/NGEN processes, service delivery timelines, and IT governance policies.
  • Background in software development or IT systems to provide detailed solutions and implementation recommendations.
  • Experience in budget management, including tracking appropriations, funding execution, and developing Spend Plans.
  • Familiarity with the Navy’s Program Budget Information System (PBIS) and financial reconciliation processes.
  • Excellent verbal and written communication skills, with the ability to convey complex information clearly to diverse audiences.
  • Strong interpersonal skills to effectively collaborate with CNIC leadership, stakeholders, and the CTR community.
  • Demonstrated ability to develop and deliver training programs, ensuring effective knowledge transfer to users and staff.
  • Strong organizational skills with the ability to manage multiple tasks and priorities effectively.
Additional Requirements
  • Must be able to obtain and maintain any necessary security clearances.
  • Willingness to travel as required for training and coordination with stakeholders.
