Job Description

GDIT is seeking an experienced Enclave - Program Manager to lead planning, coordination, and delivery of a secure, multi‑cloud research enclave that supports federal data access and linkage initiatives. This role is accountable for implementation, execution, staffing, and customer satisfaction, ensuring that infrastructure, security, and user services meet program goals and requirements. The Enclave Manager works closely with government sponsors, technical leads, and partner teams to translate roadmap and contractual requirements into integrated plans and measurable outcomes.

HOW

AN ENCLAVE - PROGRAM MANAGER WILL MAKE AN IMPACT

Own the opportunity to deliver a secure, scalable research enclave that enables aging, health, and health services researchers to access, analyze, and share sensitive data confidently. In collaboration with technical leadership, ensure that investigators can use federal and non‑federal datasets in a high‑performance environment that meets FISMA Moderate, FedRAMP, and Zero Trust expectations.

  • Lead overall planning, scheduling, implementation, and execution for a multi‑cloud research enclave, including acquisition, build‑out, ATO, operations, enhancements, and DaaS services.

  • Direct day‑to‑day operations, capacity planning, onboarding, technical assistance, performance monitoring, incident response, and change management.

  • Coordinate with security, networking, cloud engineering, data engineering, and PPRL/data linkage teams.

  • Translate federal security and privacy requirements into practical architectures, SOPs, access controls, and monitoring practices that govern enclave operations in collaboration with collaboration with security teams.

  • Own metrics and dashboards for enclave availability, performance, utilization, cost, security posture, and user experience, and drive continuous improvement using automation and modern cloud practices.

  • Lead, support, and develop engineers, architects, security specialists, and operations staff, including staffing plans, and rapid onboarding.

  • Plan and execute enclave‑related transition activities, including orderly transfer of environments, configurations, documentation, and tools.

WHAT YOU'LL NEED TO SUCCEED
  • Masters' degree or equivalent experience in a relevant field.

  • Relevant Professional certifications: PMP, CISSP, CISM, SANS GSNA, or other relevant credentials.

  • 7+ years of experience managing federal IT, cloud, or data platform programs.

  • Experience with cloud‑hosted research/analytic environments and familiarity with FedRAMP, FISMA Moderate, Zero Trust, and related frameworks.

  • Demonstrated success leading multi‑disciplinary technical teams in delivering complex systems on time and within budget.

  • Strong understanding of project/program management, including planning, financials, risk/issue management, and reporting.

  • Proven ability to collaborate with stakeholders, translating technical roadmaps and constraints into clear plans, tradeoffs, and decisions.

  • Excellent English written and verbal communication skills, including briefings and reports for stakeholders and technical audiences.

  • Ability to obtain and maintain a Public Trust or higher and authorization to work in the United States

  • Travel at 10–25% for conferences and continuing educational training.

PREFERRED
  • Doctoral degree in a relevant field such as biomedical sciences, bioinformatics, health services research, epidemiology, biostatistics, or health informatics.

  • 11+ years of progressively responsible experience managing data programs, with leadership of CMS linkage, NIH linkage programs, or similar large‑scale data integration efforts.

  • Experience coordinating with secure enclave and cloud engineering teams operating in FISMA Moderate / FedRAMP Moderate environments aligned with Zero Trust principles.
