As the PMO Manager
, you will serve as the operational backbone for program execution across Arch’s federal portfolio. You will work closely with the Director of Service Delivery & Quality Assurance and partner with all Program Managers (PMs) to standardize delivery operations, strengthen execution discipline, improve visibility, and ensure consistent use of Agile tools and governance. This is a hands‑on role: you will actively manage delivery cadences, maintain governance artifacts, build dashboards, and—when execution falls short—step in to develop requirements
, translate them into actionable work items, and enter/manage them in Jira and/or Azure Dev Ops to keep delivery moving. You will also engage directly with customers to support delivery coordination, clarify requirements, and ensure outputs meet Arch’s quality standards and are client‑ready—while supporting contractual alignment and negotiations consistent with the FAR and contract terms.
- Serve as a customer‑facing delivery partner, participating in client meetings to support execution planning, clarify requirements, and maintain delivery transparency.
- Coordinate with government stakeholders to validate priorities, confirm acceptance criteria, and resolve blockers impacting delivery timelines or quality.
- Support Program Managers with customer communications, meeting preparation, action tracking, and follow‑through to ensure consistent responsiveness.
- Help manage expectations by translating delivery status and risks into clear, actionable updates aligned to contract objectives.
- Support PMs and leadership in maintaining alignment between delivery execution and contract requirements, including SOW/PWS, CDRLs/deliverables, SLAs, and performance measures.
- Apply working knowledge of the Federal Acquisition Regulation (FAR) to support contract administration activities and ensure delivery decisions reflect contractual constraints and obligations.
- Participate in government‑facing discussions where scope, deliverables, priorities, timelines, or acceptance criteria are negotiated; help document outcomes and ensure they are reflected in delivery plans and backlogs.
- Support development of contract modifications and negotiation inputs (e.g., schedule impacts, scope adjustments, assumptions, risk statements), coordinating with internal contracts/business teams as needed.
- Maintain traceability between customer requests and contractual mechanisms (e.g., change requests, contract mods, task orders), helping ensure work is authorized and properly documented.
- Run portfolio delivery rhythms (weekly execution syncs, program health reviews, RAID reviews, milestone readiness checks) and drive action closure.
- Maintain and actively manage governance artifacts (RAID logs, decision logs, action trackers, milestone trackers, deliverable trackers).
- Identify delivery risks and cross‑program dependencies early; coordinate mitigation plans with PMs and technical leads.
- Elicit, document, and refine requirements (business, functional, and non‑functional) in collaboration with customers, PMs, and technical teams.
- Translate requirements into high‑quality Agile work items (epics/features/user stories/tasks) with clear acceptance criteria and “definition of done.”
- Step in directly when teams are not executing to required standards to ensure backlog items are created, updated, prioritized, and ready for delivery.
- Ensure traceability from requirements → backlog → deliverables to support acceptance readiness and auditability.
- Directly configure and operate Jira and/or Azure Dev Ops (ADO): projects, boards, workflows, issue types, fields, permissions, filters/queries.
- Create and maintain backlog structures, sprint/iteration setups, roadmaps, release tracking, and dependency tracking in Jira/ADO.
