ResponsibilitiesAs an R&D Project Analyst, you will support the Department of Homeland Security (DHS) Science and Technology Directorate (S&T) Office of Mission & Capability Support (MCS) in research, development, test and evaluation (RDT&E). Key duties include:
- Assisting with the development and administration of RDT&E contracts, including solicitation material, source selection reviews, and technical solution assessment.
- Developing procurement packages (SOWs, financial documentation).
- Monitoring project performance, reviewing deliverables, ensuring technical, programmatic, and financial goals are met, and identifying program risks.
- Developing, maintaining, and monitoring program budgets; reviewing monthly reporting information and creating budget execution plans.
- Coordinating planning and production of all activities for assigned task order projects.
- Providing support to Portfolio and Program Managers in engaging DHS S&T customers.
- Collecting and analyzing user requirements and existing/emerging systems, capabilities, and technologies.
- Performing routine administrative tasks: scheduling, writing internal memos, maintaining program records, intranet maintenance, preparing presentations, and coordinating daily operations.
- Assisting in planning technology transitions to operational customers.
- Attending meetings, workshops, conferences, and program reviews; recording minutes and contributing to program management dialogue.
- Assisting in managing and responding to program-aligned S&T Executive Secretary data calls and preparing reports for senior leadership.
- Supporting identification, assessment, evaluation, and testing of technologies, systems, and capabilities; coordinating with government, academic, and industry partners; supporting program advocacy and production of presentation materials.
- Bachelor’s degree and at least 1 year of experience.
- Applicants may be subject to a government security investigation and must meet eligibility requirements for access to classified information.
- Applicants must be eligible to receive DHS Suitability.
- Familiarity with DHS Mission Areas.
- Degree in a technical discipline (Chemistry, Biology, Physics, Computer Science, Engineering, etc.).
- Experience monitoring project development performance and reviewing deliverables to ensure objectives are met and risks identified.
- Excellent communication, collaboration, and presentation skills; experience with presentation graphics and spreadsheet tools.
- Experience with project tracking and collaboration tools such as Excel, SharePoint, Power
BI, and MS Teams. - Experience providing guidance and consulting services to federal program managers or similar roles.
- Experience developing communication materials such as presentations, memos, and project plans.
- Familiarity with budget development, maintenance, and resource prioritization.
- Teamwork, initiative, and ability to function in a dynamic, re-prioritized environment.
- Experience supporting government programs and R&D contracts.
- Experience contributing to presentations, reports, project schedules and weekly status updates.
- Experience supporting DHS components and agencies operationally or via project management.
- Active Security Clearance and DHS Suitability preferred.
Remote/hybrid status is subject to change based on Noblis and/or government requirements.
Posted Salary Range: USD $71,800.00 – USD $ per year.
