Human Capital Office – Scanning Services
The U.S. Government Accountability Office (GAO) is an independent, nonpartisan agency that assists Congress in carrying out its Constitutional oversight functions. GAO is often called the “congressional watchdog” because it investigates how the federal government spends taxpayer dollars. GAO gathers information to help Congress determine how well executive branch agencies are doing their jobs. GAO’s work routinely answers such basic questions as whether government programs are meeting their objectives or providing good service to the public.
Ultimately, GAO ensures that government is accountable to the American people. To that end, GAO provides the Congress with the best information available to help them arrive at informed policy decisions – information that is accurate, timely and balanced.
HCO is transitioning to an E-Government initiative that provides easier and faster access to employee’s Official Personnel Folder (OPF) documentation. The electronic system called Electronic Official Personnel Folder (eOPF) was developed for all Federal agencies by the U.S. Office of Personnel Management (OPM). To support HCO in this transition, the Contractor shall provide extensive OPF services that include scanning, reviewing, indexing, and quality control for requested electronic records.
The Contractor shall provide personnel experienced in federal human resources.
GAO seeks to supplement its human capital function by the addition of contractor staff with specialized skills and experience. In consultation with, and subject to final decision-making by authorized GAO officials the contractor shall conduct an extensive review of all GAO OPFs and transition all employee records to the eOPF system. The contractor shall comply with the OPM Operating Manual “The Guide to Personnel Recordkeeping” and federally mandated HR employee record management regulations, as well as GAO’s guidance for maintaining OPFs and records.
PositionObjective
Position Objective: Provide services as a HR Specialist in support of the overall functions of The U.S. Government Accountability Office (GAO), Human Capital Office (HCO). It is the intention of this contract to meet GAO’s requirement for scanning services for the Human Capital Office (HCO) at the GAO headquarters (HQ) building in Washington, D.C.
Duties And Responsibilities- Conducting comprehensive records assessments for GAO employees and employees receiving HR services from GAO.
- Retrieving and compiling OPF documents from ECM/SharePoint, the GAO hard-copy filing system, and/or other human resources information systems (i.e. eOPF, HRConnect, NFC, etc.)
- Reviewing and validating OPFs to ensure documentation and records meet established requirements.
- Identifying incorrect and/or missing documents and reconciling the file.
- Scanning of paper files, indexing, quality control, and filing services.
