Base pay range
$55.00/hr - $80.00/hr
Responsibilities- Establishes or follows processes and procedures to address Ethics reviews and clearances, including financial disclosure (OGE Forms 450 and 278) for new hires, financial disclosure review for on-board personnel; addressing conflicts of interest issues, including conflicts issues for technical evaluation panels; requests to attend Widely Attending Gatherings; request to accept gifts from third parties, including gifts of travel, lodging, or conference fees and gifts from foreign governments.
Works with ARPA-H offices to ensure that all Ethics requirements are met and all related procedures and processes are established and followed. - Analyzes ethics laws, regulations, and policies to support Division of General Counsel or other applicable Ethics authority to counsel ARPA-H employees on Ethics questions.
- Tracks and analyzes ethics issues for ARPA-H, ensuring transparency of activities with appropriate ARPA-H offices and NIH Ethics partners.
- Develops training and internal controls to ensure compliance with all applicable federal ethics, laws, regulations, and policies at ARPA-H.
- Utilizes existing ethics systems within NIH and/or HHS as appropriate to review Ethics forms or other submissions and to support DGC or applicable Ethics authorities review, consideration, and determinations.
- At least five years’ experience counseling or advising federal employees regarding federal ethics laws, regulations, and policies. Specific HHS or DARPA experience strongly desired.
- Prior experience working in a federal government agency ethics office or program as an Ethics Counselor or Designated Agency Ethics Official or other similar role, or experience working in a federal general counsel’s office with responsibility for advising on federal ethics matters is desired but not required.
- Expert knowledge in federal ethics laws, regulations, and policies, particularly Government wide ethics policies and opinions issued by the Office of Government Ethics related to ethics in government.
- Excellent communication, training, and investigative training skills.
