Overview

The Associate, Clinical Quality Measurement and Informatics works with national experts in cardiovascular care to develop clinical data sets, data elements, maintain clinical terminology standards, translate clinical terminology into recognized technical standards, and support quality/performance measure development and reporting to National Cardiovascular Data Registry (NCDR) participants for the American College of Cardiology (ACC). This position is based in Washington, DC with a hybrid work environment (roughly 40% in the office).

Duties and Responsibilities
  • Serve as subject matter expert and point of contact for clinical registry datasets, clinical terminology and healthcare informatics, ensuring standardization across all NCDR registry products.
  • Maintain clinical terminology standards and translate clinical terminology into recognized technical standards, including: ICD-9/ICD-10, SNOMED-CT, CPT-4; LOINC; EDIFACT specifications for ASC X.12, HL7 ADT messages, and FHIR;
    RxNorm and other relevant workflows; CDISC for clinical trials and research.
  • Lead the development, maintenance, and implementation of hospital and ambulatory patient registries for NCDR, including data element identification, data quality submission criteria and thresholds, and development of data collection forms aligned with clinical workflow.
  • Advise on translating data collection forms into data capture tools with IT, incorporating voice of the customer and applying human-centered design principles.
  • Standardize, update, and monitor ACC's Clinical Data Dictionary to ensure consistent terminology, definitions, and coding across all NCDR registries.
  • Support the development, maintenance, and reporting of quality/performance measures to NCDR participants, including measurement expertise for risk-adjusted outcomes, appropriate use criteria, processes of care, and quality composites; collaborate with the academic analytic center on models and algorithms; translate measures into visual displays with IT support and human-centered design.
  • Analyze quality measures for healthcare and translate into recognizable electronic specification formats.
  • Convene and collaborate with clinical and methodologic experts and volunteer NCDR leadership for strategic planning and project decisions.
  • Serve as staff liaison or content expert to internal committees and advisory groups, including presenting measure and dataset work at meetings and conferences.
  • Manage multiple projects independently while meeting deadlines and maintaining productivity.
  • Provide technical consultative guidance to internal teams on customer relations and issues related to clinical datasets or measures.
  • Lead or support tasks related to government or private contracts, dependent on need and funding.
  • Other responsibilities and duties as needed.
Required Qualifications
  • Bachelor’s degree preferably in public health, informatics, or related field.
  • 5+ years of related work experience in performance measurement, quality improvement, clinical decision support, and/or medical informatics (at least 2 years directly related to informatics) with technical understanding of specification development and implementation of performance measures.
  • Strong understanding of clinical terminology, informatics, evidence-based medicine, performance measurement, FHIR standards, electronic clinical quality measures or digital quality measures.
  • Experience with standard health-related terminologies (e.g., SNOMED, ICD, CPT, LOINC, RxNorm).
  • Strong organizational and project management skills with the ability to manage multiple tasks and meet deadlines.
  • Excellent oral and written communication skills; ability to work independently and in a team; ability to manage complex relationships and lead matrix project teams with physicians, executives, contractors, consultants, and staff.
  • Proficient with Windows-based Microsoft Office Suite.
Desired Qualifications
  • Master’s degree in public health, informatics, or related field (preferred).
  • Clinical experience or knowledge of cardiovascular medicine.
  • Experience in outcome research or quality improvement processes.
  • Public speaking and presentation skills.
  • Familiarity with Agile development methods (Scrum, Kanban) and technical support platforms.
  • Experience with industry informatics groups (AMIA, HL7, KIMSS).
