Job Summary

This Manager, U.S. Public Policy role focuses on developing Pay Pal’s US‑focused financial services to support the U.S. government relations team’s engagement with federal and state policymakers. The candidate will collaborate closely with Pay Pal’s business units and other teams.

Essential Responsibilities
  • Identify and recommend best practices for government relations and regulatory compliance.
  • Lead functional projects and programs related to government relations.
  • Conduct analysis to understand business trends and their implications for government relations.
  • Participate in advocacy efforts to influence public policies.
  • Collaborate with stakeholders to ensure alignment with government relations strategies.
  • Provide guidance on regulatory compliance and public policy issues.
  • Develop public policy positions to shape and influence relevant financial services legislation and regulations at the U.S. federal and state levels, including federal supervision, state licensing and payments regulations.
  • Lead the development of briefing documents, talking points and background materials for advocacy engagements.
  • Collaborate closely with senior management and business units to assess policy impacts and opportunities and assist in developing strategies to advance the organization’s business interests.
  • Represent the organization before trade associations, coalitions and other stakeholders.
Minimum Qualifications
  • Minimum of 8 years of relevant work experience and a bachelor’s degree or equivalent experience.
Preferred Qualifications
  • Extensive policy experience and a strong understanding of financial services issues at both federal and state levels.
  • Knowledge of regulatory processes related to the CFPB, FDIC, OCC and Treasury Department.
  • Ability to quickly analyze information and succinctly distill and explain complex policy issues to internal and external audiences.
  • Exceptional written communication skills.
