Contingent Upon Contract Award
Purpose:Program Expert (DPE) is responsible for ensuring the effectiveness of the inspection program.
Essential Job Functions:- Assesses facility compliance with relevant standards and policies related to detainee rights (e.g. procedural safeguards in disciplinary procedures and segregation reviews, sexual assault safeguards, language access, anti-discrimination, religious access, disability accommodation)
- Responsible for ensuring the effectiveness of the inspection program in assessing facility compliance with relevant standards and policies related to detainee rights (e.g. procedural safeguards in disciplinary procedures and segregation reviews, sexual assault safeguards, language access, anti-discrimination, religious access, disability accommodation)
- Ensures that inspection reports address detainee services and programming according to the requirements of the standards (e.g. telephone access, visitation, recreation, correspondence and mail, and overall quality of life)
- Provide consultation and feedback to inspection teams as requested or appropriate on issues related to detainee rights, programs, and services at each facility.
- Bachelor's Degree in Criminal Justice, Social Work, or related field
- Five (5) years of experience working issues related to detainee rights, programming, and services at detention or correctional facilities
- One (1) year of experience with one or more of the following: policy analysis or advocacy on issues related to detainee rights; legal counsel or litigation experience on detainee rights or programming; research or study on issues related to detainee rights or programming; or monitoring the provision of detainee services or programming in a detention or corrections facility, i.e. service as a detention or corrections facility officer-in-charge, responsible for the rights of the detained;
- Possess the qualifications required by one of the four Subject Matter Expert specialty fields
