Summary

The United States Capitol Police (USCP) safeguards the Congress, Members of Congress, employees, visitors, and Congressional buildings and grounds from crime, disruption, and terrorism. We protect and secure Congress so it can fulfill its constitutional and legislative responsibilities in a safe, secure and open environment.

Responsibilities
  • Plan, organize, coordinate, conduct, and prepare reports on inspections, evaluations, analyses, and reviews.
  • Conduct and lead inspections and evaluations of USCP to assess efficiency and effectiveness of operations and compliance with laws, regulations, policies, and procedures.
  • As a team or independently, clearly define project goals, objectives, scope, and methodology to assess USCP programs and activities.
  • Research applicable laws, directives, regulations, manuals, and prior studies and reports to learn new and complex material quickly and understand issues. Provide and document comprehensive background information including pertinent legislation, regulations, and other information and materials relevant to the inspection or evaluation.
  • Gather and analyze information and data using a range of qualitative and quantitative techniques and methods. Perform data and trend analyses of USCP programs to identify operational problems and make recommendations.
  • Coordinate with team members to conduct onsite visits with minimal supervision. Monitor activities, provide assistance, and ensure objectives of the inspection or evaluation are being satisfactorily fulfilled within the desirable timeframe. Recommend alternate courses of action and changes in schedule when targets cannot be met or objectives need to be modified.
  • Ensure that inspection and evaluation findings are supportable and meet standards, and that conclusions and recommendations are sound and reasonable.
  • Prepare, review, and edit draft reports. Submit comprehensive objective reports of the inspection or evaluation that effectively communicate results and make recommendations to improve agency operations, as appropriate.
  • Brief and present written reports to high level government officials in a clear, concise, timely, and objective manner.

Requirements
  • You must be a U.S. citizen.
  • Successful completion of a background investigation is required.
  • Must complete a one-year probationary period.
  • This position is ELIGIBLE for telework as determined by the OIG policy.

  • Must be able to obtain and maintain a Top Secret Clearance.

Qualifications
  • You must meet the minimum basic educational and/or work experience requirements for this position (see education).
  • At the CP-09 level, you must have at least one (1) year of specialized experience equivalent to at least the CP-08/GS-10 level in or directly related to the line of work of the position to be filled. Specialized experience is defined as:
  • (1) developing project plans, executing plans, gathering and analyzing data, documenting results, and developing recommendations based on findings to increase efficiency and effectiveness;
  • (2) leading projects, to ensure activities completed on schedule and in compliance with federal inspection and evaluation quality standards;
  • (3) utilizing advanced written and oral communication techniques to effectively present findings and recommendations, negotiate solutions, and to independently develop, communicate, and analyze requests for information/data calls;
  • (4) managing interagency relationships with senior personnel.
