Position: Interim Senior Policy Advisor (6-month term)

Part‑Time (approximately 25 hours/week), fixed‑term (6‑months)

ABOUT THE POSITION

Razom Advocacy is hiring an Interim Policy Advisor to keep our policy engine running through a transition. This is a mid‑to‑senior‑level advising role that will help shape our organization’s portfolio on sanctions, security assistance, and related matters. This role sits at the center of our advocacy work: developing policy proposals, helping to monitor legislative and executive‑branch actions, producing policy materials, and supporting a new line of work focused on tracking whether U.S. security assistance is actually moving on time and as intended.

The right person for this role knows Ukraine policy well, can work independently, write cleanly, and make fast, sound judgments in a complex political environment. This role reports to the Director of Government Affairs.

RESPONSIBILITIES
  • Serve as the senior policy advisor to Razom Advocacy’s Government Affairs lobbying staff, while also leading policy development across the program on U.S. security assistance, sanctions, and related national security issues.
  • Work with the Government Affairs team to monitor congressional and executive‑branch developments, and keep the team “always ready” with clear, usable updates.
  • Produce rapid‑turn policy analysis and recommendations for leadership during breaking legislative or geopolitical moments.
  • Draft and refine legislative products: memos, one‑pagers, bill summaries, talking points, and proposed legislative language/amendments. Produce public‑facing advocacy materials for Hill offices, coalition partners, etc.
  • Support the team’s strategy for advancing legislation: targets, timing, sponsor strategy, and coalition positioning.
  • Build and maintain an “implementation integrity” view of U.S. aid flow, flagging delays, bottlenecks, and slow‑roll risk.
  • Brief internal stakeholders and support cross‑team coordination (GA/PE/Comms).
QUALIFICATIONS
  • 7+ years of experience in policy development and in international affairs policy, national security, government affairs, or legislative work (Hill, executive branch, think tank, advocacy org, or equivalent).
  • 3+ years of experience working on U.S.

    -Ukraine policy in particular.
  • Deep level of expertise in sanctions architecture and implementation, military aid to Ukraine, and U.S. security assistance.
  • Strong knowledge of U.S. foreign policy mechanics: authorizations, appropriations, NDAA, sanctions authorities, executive implementation.
  • Passion for supporting Ukraine and helping Ukraine defend itself against Russia’s invasion.
  • Exceptional organizational skills and attention to detail.
  • Proven familiarity with Ukraine and a track record of supporting its fight for a stable, prosperous, sovereign, and democratic future. An understanding of Ukraine’s politics, culture, economyli>
  • Exceptional writing, editing, and communication skills. Strong analytical, organizational, and project management abilities.
  • High proficiency with G‑Suite and project management tools (Asana, Slack).
  • Ability to work independently, juggle multiple priorities, and remain calm under pressure.
  • Demonstrated discretion and sound judgment, especially in sensitive or fast‑moving situations.
  • Desired but not required:
    Ukrainian language fluency, experience drafting or negotiating legislative text, familiarity with DoD/State aid delivery and oversight, strong professional relationships with relevant policy communities.
LOGISTICS AND BENEFITS
  • Pay range: $69‑85/hour for a part‑time, six‑month‑term. Final salary based on experience, qualifications, time commitment, and finalized scope of work.
