Overview
Job Summary This position is in the Office of the Commission Secretary (OCMS) of the Public Service Commission of the District of Columbia (Commission). The Commission oversees the utility and competitive companies that provide natural gas, electricity, and telecommunications services to District of Columbia ratepayers. The Office of the Commission Secretary is responsible for maintaining the official files of the Commission.
Thus, the office serves as the custodian of the official files and documents and as the filing and distribution point for the public's access to Commission filings, orders, and other documents.
- As part of the OCMS team, the Program Analyst, Grade 12, shares responsibility with the docketing staff for reviewing, coordinating, and performing accurate and prompt docketing and electronic distribution of all filings with Commission formal cases, telephone tariffs, gas tariffs, consumer complaints, etc.
- Provide program, project, and data management support to the Regulatory Docket Manager of OCMS.
- Recommend process improvements to enhance office operations and functions.
- Provide advice and guidance on plans and proposals, interpret policies and regulations, and make program recommendations based on research and analysis.
- Conduct analyses of current and proposed operating programs to evaluate their actual or potential effectiveness in achieving planned goals and objectives.
- Conduct management surveys, audits, prepare programmatic reports, maintain spreadsheets and official records, update and maintain various templates, convert public and confidential files to different formats, assist with special projects, and provide advisory services to management.
- Work to ensure Commission Standard Operating Procedures are updated and meet Commission goals and initiatives.
- Proficiency with core Microsoft Office applications (Word, Excel, PowerPoint) and the ability to prepare presentations containing charts, graphs, statistical and narrative data for briefings, closed sessions, hearings, and other purposes.

Experience:
Applicants must have at least one (1) year of specialized experience equivalent to the CS-11 grade level, or its non-District equivalent. Specialized experience is experience which is in or directly related to the line of work of the position and has equipped the applicant with particular knowledge, skills, and abilities to successfully perform the duties of the position. - OR An equivalent combination of education and experience.

- Collective Bargaining Unit: This position is in the collective bargaining unit represented by AFSCME, District Council 20, and you may be required to pay union dues or an agency service fee through payroll deduction.
- Residency Requirement: Applicants claiming “Residency Preference” will be required to maintain residency in the District of Columbia for a minimum of seven (7) years. Failure to do so may result in forfeiture of employment.
