Description : SUMMARY
Paragon Professional Services, a company within the BSNC family, is currently seeking a qualified Junior Financial Management Analyst for The International Joint Commission (IJC), in Washington, D.C. This position will support program activities for the organization. Anticipated services include but are not limited to, the following activities:
Maintain program continuity, uninterrupted high-quality work, and availability of required competent professional service employees;
Obtain existing and future qualified professional service employees to meet the mission objective of the IJC;
Provide a compensation package that attracts and retains competent professional service employees;
Provide customers with a positive experience by maintaining a professional and efficient workforce; and If applicable, meet the travel requirements established for the individual professional service employee. Wage/Salary Range: $80,000 -$85,000

- Review, verify and analyze data for consistency with financial and program objectives.
- Perform extensive reviews to verify accuracy of financial transactions.
- Monitor the use and rate of expenditures of budgeted funds through continuing dialogue with management and administrative staff, review of documentation and examination of records.
- Assist in keeping the IJC up to date by the study, analysis and interpretation of Department of State and U.S. government statutes, and rules and regulations to assist with IJC plans and priorities to ensure consistency with program objectives.
- Review the Department of State financial systems for the IJC on a regular basis and immediately report back to the U.S. Section Secretary of any irregularities or anti-deficiency matters.
- Reconcile the IJC’s financial information to the DOS financial system(s) to ensure accurate and consistent reporting, advising the U.S. Section Secretary of any discrepancies.
- Provide timely, accurate funding status reports to the U.S. Section Secretary and other IJC staff.
- Ensure that IJC managers are advised on funding amounts, types of funding available, the purposes for which the money in the budget may be used and the time frames within which the available budget funds must be used.
- Assists in the analysis and reporting of significant trends in the IJC’s budget obligations and or expenditures and other budget execution trends.
- Assist the IJC with its budget formulation, budget presentation and budget execution, providing precise and accurate guidance on budget execution to staff and program managers.
- Assist with preparing budgetary schedules, justifications, reports and information as requested by the IJC and the Office of the Comptroller and the Office of Management and Budget.
- Assist in preparing the budget submission in response to RM/BP requirements for the Department of State and for the Commission.
- Obtain the bureau planning technical guidance and technical input where appropriate from Commission technical staff (legal, engineering, scientific).
- Assist in preparing detailed financial and outlay plans for the Commission working closely with senior management of the IJC on long range program planning to meet budgetary limitations.
- Assist with the total accounting program of the Commission requiring the completion of necessary documents, details and forms to obligate, liquidate and adjust all funds.
- The total accounting program includes reviewing and analyzing weekly and monthly funds status reports, monthly status of obligations reports and quarterly accrued expenditure reports.
- Position will run tailored GBI reports and prepare spreadsheets for keeping the IJC management up to date on status of budget execution.
- Assist in developing budget information on United States Section expenditures for the Great Lakes Regional Office (GLRO) in Windsor, Ontario.
