Position Description
Seeking analysts with a strong financial background to provide client-facing voucher support. This role safeguards the integrity of the payment process by evaluating incoming invoices and their supporting documentation to determine eligibility for disbursement. Working within established policies and controls, the specialist confirms award details and funding availability, reconciles amounts, identifies duplicates or discrepancies, and prepares a clear recommendation for payment.
The position organizes and prioritizes workload to meet service‑level targets and collaborates with finance and voucher examination stakeholders to resolve issues and move eligible invoices through to timely, compliant payment.

- Review incoming invoices for completeness and accuracy.
- Analyze supporting documentation and financial data to validate payment eligibility.
- Confirm award details and funding availability in applicable systems.
- Ensure proper authorization and compliance with established policies.
- Collect and organize all relevant invoice artifacts, including revisions and supporting documents.
- Reconcile payment amounts and verify consistency with contractual terms.
- Identify and flag discrepancies such as duplicates, short payments, or advances.
- Determine priority based on factors such as invoice age and dollar value.
- Prepare concise summary notes to support payment recommendations.
- Route invoices for final review and approval in accordance with agency procedures.
- Proven experience in invoice review, accounts payable, voucher examination, or audit/controls within a structured finance environment.
- Strong analytical skills with meticulous attention to detail; adept at reconciling amounts, spotting duplicates, and identifying discrepancies.
- Familiarity with award/obligation/funding concepts and the ability to confirm authorization and eligibility using enterprise finance systems.
- Working knowledge of internal controls and payment integrity practices (e.g., documentation standards, segregation of duties, approval workflows).
- Proficiency in Excel (pivot tables, lookups) and comfort working with datasets, logs, and supporting artifacts (invoices, revisions, correspondence, attachments).
- Clear, concise business writing—capable of preparing summary notes and recommendations that stand up to stakeholder review.
- Strong organizational skills with the ability to prioritize by risk, value, and aging to meet service‑level targets.
- Effective collaboration and communication skills; able to partner with finance, approvals, and voucher examination teams to resolve issues.
- Bachelor's degree in Accounting, Finance, Business (or equivalent experience).
- Experience with enterprise ERP/financial systems (Momentum Financials).
- Experience with DHHS Payment Management System (PMS).
- Exposure to government grants/contracts or regulated payment environments.
- Basic SQL or BI/reporting tools for traceability and evidence gathering.
- Process improvement mindset (documenting steps, creating checklists, tightening controls).
- Relevant certifications (e.g., CGFM, CFE, CPA) or coursework in audit, compliance, or government financial management.
