Overview

Job Summary The Deputy Chief Financial Officer (DCFO) is responsible for directly supporting the CFO in all aspects of the overall management of the finance and accounting systems, processes and people for Whitman-Walker Health. The DCFO will have direct management responsibilities over key managers within the finance department. They will be primarily responsible for monthly financial reporting, supporting annual audit and cost report preparation, oversight of the annual budget development, oversight of comprehensive general ledger maintenance and reconciliation, monthly overhead allocations, fixed assets, bank reconciliations, AP/AR management, and assisting the audit firm with the annual 990 submission.

This position provides onsite and remote supervision to the finance team and cultivates a coordinated, highly reliable, team-based culture within the finance department.

Primary Essential Duties
  • Supervises key leaders within the Finance Department and develops a finance team that completes timely and accurate monthly reporting that complies with generally accepted accounting principles and, as applicable, federal and state financial reporting requirements.
  • Develops a deep understanding of the day-to-day operations of the Health Center in order to support the financial activities of the organization.
  • Prepares accurate and timely monthly financial statements and related departmental P&L reports for CFO review.
  • Oversees the management, maintenance and reconciliation of the general ledger and related subsidiary ledgers within scope of responsibility
  • Directly manages the Assistant Controller, Director of Contract and Grant Accounting, and Payroll Manager.
  • Oversees the timely and accurate completion of the daily cash reports and routine cash management.
  • Serves as the senior level liaison for all financial related activities and inquiries (excluding grant activity) from employees, financial institutions, and vendors
  • Leads the regulatory reporting including UDS, Medicaid and Medicare cost reports and related rate setting audits
  • Supervises all monthly recurring journal entries including prepaids, postage, fixed asset depreciation, accruals and year end audit entries including contributions-in-kind and estimated health insurance claims
  • Takes the lead role in any financial accounting and sub-ledger system implementations, including employee training and ongoing system improvements.
  • Oversees the maintenance of all cost allocations in the financial accounting system.
  • Develops cost-effective, streamlined procedures and systems to achieve more efficient and effective monthly financial statement preparation.
  • Ensures that each month and fiscal year is closed properly in the financial accounting system.
  • Supervises the accurate and timely recording, approval, and posting of all cash disbursement activity.
  • Leads the annual financial and single audit with support from the team.
  • Leads the annual budget process through active delegation and oversight.
  • Leads the preparation of the annual tax return.
  • Leads bank collateral reporting and any related audit as well as support the overall banking relationships.
  • Leads the annual indirect cost proposal submission through active delegation and oversight.
Budget Responsibilities

Drafts the annual operating budgets for the Finance Department for submission to the CFO; leads the annual operating budget process, delegating to team members as appropriate.

Management Responsibilities

Provides supervision to the Assistant Controller, Director of Contract and Grants Accounting, and Payroll Manager.

Knowledge, Skills, And Talents Required
  • Proficient knowledge of general financial and accounting practices, policies and procedures, including specific knowledge of current laws and regulations governing these areas.
  • Proficient knowledge of budgeting, financial reporting and cash management methods.
  • Proficient knowledge of Generally Accepted Accounting Principles (GAAP), pronouncements of the Financial Accounting Standards Board (FASB) and current Federal Acquisition Regulation (FAR).
  • General knowledge of healthcare insurance and compliance practices, policies and procedures, including the applicable requirements of the Health Center Program.
  • Experience overseeing an annual audit (preferably in a large/complex nonprofit setting)
  • Experience overseeing federal and local grants, including an understanding of regulations associated with compliance with such funds.
  • Excellent oral and written communication skills, including developed negotiation skills and the ability to forge professional relationships with outside banking institutions, insurers, community leaders, vendors and financial contractors.
  • Well-developed management skills, including a proven ability to lead diverse financial staff in overseeing and implementing the complex financial operations of a federally funded, non-profit healthcare organization.
