Job Purpose
The Manager, Finance & Compliance provides financial stewardship and ensures regulatory compliance for all Physical Facilities Management (PFM) operations. This position oversees budgets, forecasting, financial reporting, and audit processes, while also monitoring contract compliance and internal controls.
Supervisory AuthorityMay supervise financial analysts, contract compliance staff, or administrative support personnel.
Nature And ScopeInternal contacts include finance, procurement, and audit offices to align on budgeting and compliance. External contacts include contractors, vendors, auditors, and regulatory agencies.
Principal Accountabilities- Develops and manages annual operating and capital budgets for PFM.
- Conducts variance analysis, forecasting, and financial reporting.
- Ensures compliance with GAAP, GASB, and University financial policies.
- Monitors contract compliance, vendor invoicing, and payment approvals.
- Prepares financial reports for senior leadership and Board review.
- Coordinates with internal audit and external agencies on compliance reviews.
- Maintains internal controls to safeguard University assets.
- Provides financial training and guidance to PFM managers.
- Supports cost savings initiatives and financial planning for major projects.
- Performs other related duties as assigned.
- Expertise in budget management, financial reporting, and compliance.

- Demonstrated leadership in managing large teams, service providers, and complex budgets.

Bachelor’s degree in accounting, finance, business, or related field with 5–7 years of progressive financial management experience. CPA, CMA, or equivalent credential preferred.
Compliance Salary Range Disclosure$100,000 - $105,000
