The Office of the Chief Financial Officer (OCFO) is the steward of the Government of the District of Columbia’s (District’s) finances. Since its creation in 1996, OCFO’s mission is to ensure the financial integrity and long-term fiscal health of the District. OCFO accomplishes this mission by ensuring balanced budgets, unqualified or “clean” audit opinions, and access to quality credit markets with high and improving bond ratings.

OCFO’s operational responsibilities include forecasting the District’s revenues and financial condition, developing and managing the District’s budget, administering the District’s taxes, and executing and recording the District’s financial transactions. In addition, OCFO administers the District’s lottery and gaming programs, and oversees the finances of the University of the District of Columbia and the Washington Convention and Sports Authority (Events DC).

We are in search of a Chief Financial Officer. This position is located in the Office of the Chief Financial Officer, Washington Convention Center and Sports Authority (Events DC). The incumbent is responsible for providing strategic financial leadership for the establishment, oversight of Events DC’s financial systems and directing all aspects of the organization’s financial planning and operations, including budgeting, accounting, grants management, financial reporting, compliance, audit functions, and forecasting.

Duties include but are not limited to:

Strategic Financial Leadership

• Lead financial planning, budgeting, and reporting processes to strengthen Events DC’s fiscal posture, including funding for capital improvements.

• Collaborate with internal and external stakeholders to secure business investments and advance economic development opportunities.

• Analyze complex financial data and deliver timely reports on organizational performance to executive leadership and stakeholders.

• Drive adoption of innovative financial management practices that enhance operational efficiency and compliance with regulatory requirements.

• Provide expert guidance on fiscal challenges and strategic solutions.

Operational Oversight & Governance

• Oversee the establishment and maintenance of financial systems, ensuring accurate resource allocation and adherence to sound accounting principles.

• Develop and enforce policies that support transparent financial tracking and informed decision-making.

• Adapt departmental practices to evolving technologies, regulations, and organizational priorities.

Leadership & Talent Management

• Manage organizational changes, supervise staff performance, and make recommendations on hiring, promotions, and corrective actions.

• Employing the SMARTER principles to foster a results‑driven culture and guiding staff on meeting organization‑wide goals and objectives.

MINIMUM QUALIFICATIONS

Ten (10) years of progressive experience to include four (4) years at the managerial level, overseeing and administering the budget, accounting, grants, compliance and audit activities, as well as all other financial management activities within a large government or corporate organization; experience serving as a technical authority and advisor on accounting and financial principles, policies and procedures; possessing expert knowledge of GASB, GAAP, and/or FASB;

and experience developing, reviewing and implementing financial policies, plans and procedures.

In addition, applicant must possess a bachelor’s degree at an accredited US institution in accounting, business administration, finance, public administration or related field. Applicants must submit an official transcript that verifies the bachelor’s degree in order to be considered. If applicable, your application package must include a foreign credential course by course evaluation of all foreign transcripts. Acceptable foreign credential equivalency reports must be provided by organizations that have current membership with the National Association of Credential Evaluation Services (NACES) or the Association of International Credential Evaluators (AICE).
