Position: Building Automation System (BAS) Manager

Complete Building Services—a Donohoe Company, is hiring a Building Automation System (BAS) Manager in support of a large campus in Washington, DC
.

The Building Automation System (BAS) Manager is a leadership role with full accountability for the technological and operational success of the facility’s control systems. This individual provides end‑to‑end oversight of BAS operations, ensuring optimal building performance, energy efficiency, and strict adherence to GWU/CBS contractual obligations.

Beyond technical knowledge, this role is responsible for the strategic management of staff. The BAS Manager will evaluate all staff, ensuring their skill‑sets and performance align with the specific job titles and classifications mandated by the Collective Bargaining Agreement (CBA).

Hours:

Monday‑Friday, 6:00 am to 2:30 pm

Salary:
Up to $60.00 per hour, depending on experience

Key Responsibilities Strategic Operations & Contractual Oversight
  • System Accountability:
    Exercise full responsibility for the performance, reliability, and security of all BAS platforms and integrated subsystems.
  • Contractual Compliance:
    Ensure all operations meet or exceed GWU/CBS BAS oversight requirements and service level agreements (SLAs).
  • Operational Review:
    Conduct regular audits of system performance to identify inefficiencies, communication gaps, or hardware failures.
  • Emergency Management:
    Lead the technical response to critical system failures, ensuring minimal disruption to building operations.
Technical Leadership & Programming
  • System Expertise:
    Maintain a comprehensive understanding of various BAS architectures (e.g., Johnson Controls, Siemens, Tridium/Niagara) and communication protocols (BACnet, Lon Works, Modbus).
  • Programming Support:
    Provide general programming support, including logic modifications, sequence of operations (SOO) updates, and graphic user interface (GUI) enhancements.
  • Innovation:
    Evaluate emerging BAS technologies and software updates to recommend strategic upgrades that align with long‑term facility goals.
Staff Management & CBA Alignment
  • Workforce Evaluation:
    Conduct formal performance evaluations of all BAS technicians and support staff.
  • CBA Compliance:
    Map staff skillsets to the specific job titles and labor grades defined in the Collective Bargaining Agreement (CBA); identify gaps and implement corrective training or reclassification.
  • Training & Mentorship:
    Design and deliver technical training programs to elevate the team’s ability to troubleshoot, program, and maintain complex systems.
  • Labor Relations:
    Manage the team within the framework of union regulations, participating in grievance resolutions or contract discussions as the technical subject matter expert.
Communication & Stakeholder Engagement
  • Cross‑Functional

    Collaboration:

    Act as the primary liaison between the BAS department, HVAC maintenance, IT, and University leadership.
  • Reporting:
    Generate high‑level executive reports on system health, energy consumption trends, and staff productivity metrics.
  • Project Management:
    Provide oversight for BAS‑related capital projects, ensuring third‑party contractors adhere to GWU/CBS technical standards.
You Should Have Core Competencies
  • Full proficiency in BAS programming, network architecture, and HVAC mechanical sequences.
  • Proven ability to manage and inspire a large technical team in a fast‑paced environment.
  • Experience working with large diverse work forces.
  • Ability to align technical system performance with broad contractual and financial goals.
  • Superior verbal and written skills for presenting technical data to non‑technical stakeholders.
Minimum Qualifications
  • Bachelor’s degree in Mechanical Engineering, Electrical Engineering, Computer Science, or a related field, or equivalent experience.
  • Minimum of 5 years of experience in BMS operation, programming, maintenance, and optimization, preferably in a multi-campus or institutional environment.
  • Strong understanding of HVAC automation, control theory, and energy management principles.
