The Facilities O&M Estimator supports the preparation and development of detailed cost proposals and pricing strategies for federal Operations & Maintenance (O&M) contract bids. This position plays a key role in evaluating solicitation requirements, developing complete cost models, and ensuring that all estimates are accurate, competitive, and compliant with GSA, DOD, and FAR regulations. The Estimator also assists with annual contract adjustments, CAPEX planning, and GSA Schedule modifications.
Responsibilities- Bid and Cost Development
- Review all solicitation documents (RFPs, RFQs, IFBs) and extract cost‑related requirements, including labor classifications, CLIN/ELIN structures, escalation rates, and other pricing provisions.
- Prepare detailed cost analyses and pricing spreadsheets based on solicitation requirements, collective bargaining agreements (CBAs), and SCA DOL wage determinations.
- Incorporate subcontractor and vendor pricing to develop total estimated costs and ensure proper allocation across recurring and non‑recurring CLINs.
- Analyze historical project data and prior bids to validate pricing accuracy and competitiveness.
- Submit completed cost proposals to the VPFM and CFO for review and approval.
- Cost Adjustments and Budget Support:
Prepare annual equitable adjustment calculations for contract renewals and wage updates based on new CBAs, DOL wage determinations, and applicable Executive Orders. - Support the development of budget forecasts and CAPEX planning for existing O&M contracts and new business pursuits.
- Maintain current cost libraries, burden rate documentation, and escalation factor tables for company‑wide use.
- GSA Schedule and Pricing Modifications:
Prepare and document pricing for GSA Schedule contract modifications, including creation of new labor categories and rate adjustments. Develop full cost build‑ups showing base wage, burdens, fringe, overhead, G&A, and profit in compliance with FAR cost principles. Coordinate with the CFO to ensure government cost submissions are consistent with approved company accounting standards. - Project‑Level Proposal Support:
Support Project Managers in preparing cost proposals for Additional Service Requests (ASRs) and change orders to ensure profitability and accuracy. Review and validate project pricing, quantities, and material costs for proposal and modification submissions. Assist in tracking pricing performance across awarded contracts to support future estimating accuracy (Benchmarking). - Business Development Coordination:
Collaborate with the Business Development Technical Writer and the VPFS to align cost volumes with the technical and management proposal sections. Participate in bid preparation meetings, providing cost assumptions, risk assessments, and pricing recommendations. Support early‑stage opportunity analysis with rough‑order‑of‑magnitude (ROM) cost development. - Compliance and Quality Control:
Ensure all cost proposals comply with solicitation instructions, wage determinations, CBAs, and company estimating policies. Maintain organized proposal pricing files for audit readiness and internal review. Assist in final cost review and verification before submission.
Skills & Qualifications
- Bachelor’s degree in engineering, finance, business, construction management or related field (or equivalent experience).
