What You Will Do:
Guidehouse is hiring a Construction & Engineer Program Design Specialist to support the successful delivery of complex, mission‑critical engineering and construction programs across global environments for one of our Department of State clients. This role is ideal for a seasoned technical professional who thrives in dynamic settings, brings deep expertise in large‑scale infrastructure development, and can provide rigorous oversight of design, construction, and quality assurance activities.
From managing engineering assessments and risk frameworks to advising on program design, code compliance, and overseas infrastructure delivery, this specialist plays a pivotal role in ensuring projects meet U.S. Government standards, are executed efficiently, and deliver lasting impact. Responsibilities may include but are not limited to:
Support quality assurance and effective delivery of large‑scale engineering and construction projects including base camps, airfields, utilities, and mission‑critical installations.
Lead and support risk management, monitoring and evaluation (M&E), and engineering assessments for complex construction programs.
Oversee and advise on program design including Design‑Build and Design‑Bid‑Build methodologies, remote‑site construction, and partner‑nation capacity support.
Conduct technical evaluations, develop IGCEs, and support the development of SOWs and PWSs.
Ensure QA/QC and compliance with codes such as IBC, NFPA, and NEC across concurrent projects.
Provide oversight of schedule and cost control, risk and performance management, and multi‑project coordination.
Support development and implementation of M&E frameworks for construction programs.
Advise on overseas infrastructure delivery aligning with USG standards and host nation requirements.
Prepare and present reports, briefings, and recommendations to leadership and interagency partners.
An ACTIVE and MAINTAINED "SECRET" Federal or DoD security clearance.
Bachelor’s Degree in Engineering, Construction Management, Architecture, or related field.
EIGHT (8) years of experience leading complex USG task orders, capital projects, and overseas programs.
Experience working with the Department of State.
Expertise in program design and construction program management.
Proficiency in M&E methodologies, risk management, and engineering assessments.
Experience with SOW/PWS writing and requirements definition.
Knowledge of USG construction standards, regulations, and procurement.
Strong written/oral communication skills and ability to work cross‑culturally.
The annual salary range for this position is $-$. Compensation decisions depend on a wide range of factors, including but not limited to skill sets, experience and training, security clearances, licensure and certifications, and other business and organizational needs.
