Duties Help
* You will provide expertise and consultation services on Environmental Restoration products and services provided.
* You will plan, assign, and evaluate work to be accomplished by subordinates.
* You will oversee Business Process Implementation, M-line environmental execution (including fiscal, technical, and contractual viewpoints), and metrics implementation for the environmental restoration program.
* You will represent the command on environmental restoration issues to NAVFAC Echelon II and III, ASN and DoD.
* You will be responsible for ensuring contractor environmental investigation and restoration efforts are reviewed and evaluated prior to work finalization and payment.
* You will represent the command on contractor selection boards and award fee boards for providing environmental restoration services.
* You will oversee and exercise authority for the overall long-range planning, direction and timely execution of the Environmental Restoration program and staffing and budgeting requirements for approximately 30 Engineers and Geologists. Requirements Help Conditions of employment

* You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
* Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR .
* You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
* Registration as a Professional Geologist or Professional Engineer (PE) is required. Qualifications This position has a selective placement factor for the 0819 series, Professional Environmental Engineer and/or 1350 series, Professional Geologist, which is:
You must currently be a licensed Professional Geologist if applying for the 1350 series or You must currently be a licensed Professional Engineer (PE) if applying for the 0819 series. Your license must be held in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

In addition to the Basic Requirements and SPF for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as: 1.
Perform all supervisory personnel functions and administrative requirements to manage multiple personnel disciplines and expertise.
2. Serve as a subject matter expert on environmental laws and regulations, manage all regulatory communications and negotiations.
3. Assist in the development of Strategic Business Plans, Concept of Operations, Environmental Business Plan, the Annual Execution Plan, and Annual Environmental Report to Congress, defines workload and supports development of the Resource Allocation Plan (RAP) for the Product Line.
4. Manage execution of Environmental Restoration, Navy (ER,N) program funds and other assigned program funds (e.g., Mission, BRAC Restoration, NWCF, and other reimbursable funds). 5.
