Job Summary
The position serves as a Project Engineer at an assigned Department of Veterans Affairs (VA) Healthcare System. This position assists with project planning, design development, and construction management/administration at an assigned medical center and associated Community Based Outpatient Clinic (CBOC)'s.

February 4, 2026, February 18, 2026, March 4, 2026, March 18, 2026, April 22, 2026. The cut-off date will be used to evaluate candidates for the initial available vacancies. - Duties include but are not limited to:
Performs Healthcare Planning/Design Management; develops skillsets encompassing a wide range of engineering fields including but not limited to structures, mechanical, HVAC, sprinkler, fire and life safety, architectural, and electrical systems. - Reviews A/E documents for the medical center for various Non-Recurring Maintenance (NRM), Leased projects and other construction projects related to submissions of reports, drawings, specifications and literature; ensures adequacy of content, correctness, consistency with VA standards and goals, design principles and guidelines, cost effectiveness, compliance to healthcare codes and VA standards, and professional appearance.
- Manages Healthcare Design and Construction Administration; provides procurement support to the Contracting Officer, applies FAR/VA Acquisition Regulations and VA mandated set-aside requirements, and participates in development of the independent government estimate (IGE) and negotiations with A/Es.
- Performs Healthcare Construction Management and Post Project Activities; develops knowledge of Infection Control requirements applicable to healthcare environments; conducts investigations to obtain factual information; references code standards (e.g., NFPA, IBC) and related jurisdictional codes.
- Assists with Medical Infrastructure Planning, construction projects, planning of medical technologies, and design reviews; collaborates with clinical staff and Biomedical Engineering for planning construction of clinical spaces.
- Monitors Regulatory Agencies activities; presents facility Construction Management Program details to accrediting bodies such as TJC.
- Ensures information security for engineering databases and building automation systems.
- Work Schedule:
Monday - Friday, 7:30am - 4:00pm;
Travel as required.
GS-12 Healthcare Engineer (Full Performance Level) experience:
In addition to meeting the basic requirements, at least 1 year of experience at the next lower grade level (GS-11) or equivalent. Example of GS-11 experience includes conducting audits and inspections of worksites to ensure compliance, preparing reports and findings, and performing project management in healthcare settings with limited oversight.
Knowledge,
Skills and Abilities
(KSAs) include:
- Knowledge of mechanical, electrical, structural, civil and other engineering/architectural principles and their application in healthcare.
- Knowledge of healthcare industry standards and regulatory agencies (including TJC, OSHA, NFPA) and related requirements as they pertain to healthcare engineering.
- Knowledge of construction standards, methods, practices, materials and equipment to determine compliance with regulations and standards.
- Ability to research and analyze information to make sound engineering and business recommendations; develop innovative solutions within applicable rules and procedures.
- Ability to plan and execute complex, multi-faceted projects and inspections; prioritize resources against approved scopes of work, contract documents and budgets.
- Ability to organize and lead multi-disciplinary teams, including design and construction firms.
- Ability to work independently under general supervision with wide latitude for independent judgement.
- Role as an institutional resource for healthcare delivery processes and systems; leadership in healthcare engineering programs and technology assessments.
