Job Description

Washington Metro is seeking an experienced Professional Land Surveyor to serve as the group lead for WMATA's Geomatics Survey Engineering Office, Land Properties, Easements & Right-of-Way group. Major responsibilities include maintaining WMATA's properties and Right-of-Ways by performing property boundary and easement/right-of-way surveys, preparing plats or exhibits and legal descriptions, reviewing related documents for compliance, and providing subject matter expertise to land survey and legal groups contracted to perform or deliver the work.

The group also provides professional review and comment support to ensure adequate easement and right-of-way limits during the design phase of capital projects and for property acquisition or sale. The selected candidate will have latitude for professional judgement within established guidelines. A combination of formal education and practical experience is preferred; extensive experience may substitute for education. Registration or licensure as a Professional Land Surveyor in at least one WMATA Compact signatory jurisdiction (e.g., Maryland, Virginia, or DC) is required.

Minimum Qualifications Education
  • Bachelor's Degree in Geomatics, Geospatial Technology, Surveying, Geography, Mathematics, Science, Engineering, or a related field.
  • In lieu of a Bachelor's Degree, a High School Diploma or GED and four (4) years of related survey experience may be considered.
Experience
  • A minimum of four (4) years of professional Land Surveying experience, including processing and analyzing survey data using automated techniques and CAD software.
  • Demonstrated knowledge in right-of-way, subdivision, engineering design, field surveys and survey instrumentation at a Land Survey Party Chief level or higher.
Certification/Licensure
  • Registration or License as Land Surveyor in one WMATA Compact signatory jurisdiction (MD, VA, or DC).
  • Valid motor vehicle license.
  • Roadway Worker Protection (RWP) Certification, Level 2, within three months of hire and maintained.

In accordance with WMATA's COOP plan, this job is considered critical to mission essential functions. Incumbents may be required to report to or continue to work during office closings or service suspensions due to emergencies.

Summary

The Land Surveyor is responsible for researching, reviewing, computing and writing legal descriptions for WMATA property acquisition and disposal. The incumbent coordinates and approves all land surveying activities within WMATA and prepares surveying documents using state-of-the-art hardware and software including CAD. Latitude for professional judgement within guidelines.

Essential Functions
  • Review boundary, easement, legal descriptions, and survey data for accuracy and completeness.
  • Prepare boundary and easement drawings and legal descriptions using CAD; may seal and certify legal instruments for WMATA.
  • Perform surveys in accordance with jurisdictional requirements.
  • Review and prepare technical survey reports.
  • Identify real property interests for METRORAIL and METROBUS systems.
  • Conduct field investigations and provide input to in-house and contracted staff.
  • Ensure compliance with survey procedures and standards.
  • Prepare and review scope of services for survey contracts and revise to meet needs.
  • Recommend hardware/software to support automation and survey activities; interface with vendors as needed.
  • Review proposed procedures and equipment from survey contractors; assess technical accuracy.
  • Provide survey-related support to the Authority.
  • Assist in preparing survey cost estimates and maintain survey files.
