Position: Training Support and Program Analyst (SAO/AT) with Security Clearance
TRAINING SUPPORT AND PROGRAM ANALYST (SAO/AT) - SOW USGI is seeking a Training Support and Program Analyst to create on-demand, online training and videos for INL staff, which provide opportunities for INL staff globally to refresh or learn quickly about a relevant topic, without attending a longer form training. Training topics align with critical Administration priorities, including degrading and dismantling TCOs, narcoterrorists, and other criminal enterprises;

disrupting illicit drugs that harm American communities; and maintaining the U.S. advantage, access, and competitiveness in regions key to U.S. interests. This position also directly supports in-person staff training for INL, including by serving as a POC with NFATC and its Student Information System (SIS). INL expands efficiencies by using SIS to onboard INL staff, advertise and manage training announcements, and award training credit.

BACKGROUND The U.S. Department of State is the lead institution for the conduct of American diplomacy, and the Secretary of State is the President's principal foreign policy advisor. The Department of State's mission is to advance U.S. national security interests, fight terrorism, protect U.S. interests abroad, and implement foreign policy initiatives that build a freer, prosperous, and secure world. The Bureau of International Narcotics and Law Enforcement Affairs (INL) keep Americans safe at home by countering international crime, illegal drugs, and instability abroad.

INL helps countries deliver justice and fairness by strengthening their police, courts, and corrections systems. These efforts reduce the amount of crime and illegal drugs reaching U.S. shores. The Accountability and Training division in INL/SAO empowers domestic and overseas INL staff through data-driven INL-specific training and on-the-job reinforcement, ensuring they have the skills, knowledge, and confidence to execute and manage INL programs effectively.

INL/SAO/AT safeguards resources and affirms compliance with U.S. federal laws and Department of State protocols and regulations through the identification of deficiencies, assessment of risks, recommendation of solutions and implementation of proper management controls. This includes ensuring compliance with property procedures, construction standards, ad hoc contracting officer representative support and transparency and coordination with the oversight community. DUTIES & RESPONSIBILITIES Training Development/Delivery:
* Coordinate and develop a suite of online and remote training modules and support materials, working with INL/SAO and relevant subject matter experts as required, to meet the specific needs of program officers and INL staff writ large. These online workshops, microlearning, job aids, podcasts, etc., may be tailored for an overseas or domestic audience.

* Develop courses and their design plans according to INL/SAO/AT's SOP for online training or suggest enhancements to the SOP. Training materials should include measurable objectives, instructional strategy, and available resources. Certain courses, as instructed by management, may require a Facilitator Guide, Participant Guide, learning roadmap, and job aids.

* Analyze the training needs of the Bureau by completing a needs assessment. Identify what gaps are present, present findings to INL/SAO/AT management, and make recommendations.

* Evaluate the effectiveness of training courses by developing methods to measure knowledge retention and skill improvement of each trainee, which could include practical exercises, oral exams, pre/post-tests, etc.

* Ensure that INL/SAO/AT management approves all training courses and is regularly briefed during the development of any training curricula, classes, workshops, and information sessions.

* Support INL training efficiencies by serving as POC for National Foreign Affairs Training Center (NFATC's) Student Information System, including through tracking enrollment, announcements, and other related tasks.

* Assist in INL's Washington-based in-person training when surge support required by management.
